Deputy Vice-Chancellor Maulana Abdul Khalique said guidlines in "ahkame idul zuah (concept of sacrifice), an instruction book brought out by the seminary, say that Muslims should avoid slaughtering cows where ever it is banned." To respect the law and in view of feelings of Hindus, he said cow slaughter should be avoided as it does not have any added significance in the rituals. "Other cattle can be used for scarifice so as not to breach the law," he told PTI. Pakistan has jumped one place to the second position. A statement by the consultancy about its latest Terrorism Risk Index said increased dangers seen in Somalia and Yemen were caused by al Qaeda-associated violence while those in Russia stemmed from attacks by separatists from the North Caucasus. The largest change in the rankings was Greece, which moved from 57 to 24 to become the European country most at risk, a trend the consultancy said was due to violent left-wing groups. Pakistan, where more than 2,000 people have been killed in a wave of deadly attacks by terrorists since 2007, moved up one place to become the country second most at risk, while Afghanistan slipped from second place to fourth. Iraq, where sectarian carnage unleashed after the 2003 US-led invasion is receding, is now in the third place. Maplecroft said Somalia suffered 556 terrorist incidents, in which 1,437 people had been killed and 3,408 wounded between June 2009 and June 2010, the period on which the rankings are based. “Somalia is the most extreme risk country,” it said. “It has the highest number of deaths from terrorism per population and surpassed Iraq and Afghanistan in the number of fatalities per terrorist attack.” Yemen, across the Gulf of Aden, worries the West because it is home to al Qaeda in the Arabian Peninsula, which claimed the failed cargo plane attack and a botched plot by a Nigerian student to bomb an airliner over Detroit on December 25, 2009. The UK-based company’s index rates 196 countries on the number, frequency and intensity of terrorism attacks, plus the likelihood of mass casualties occurring. While based on historical data, it is intended as a forward-looking assessment. None of the main Western economies fall within the ranking’s high or extreme risk bracket. The United States is at 33, France 44 and Britain 46 – all in the medium risk category – while Canada at 67, and Germany at 70 are rated as low risk. The index lists 16 countries as extreme risk – topped by Somalia, Pakistan, Iraq and Afghanistan and followed by the Palestinian Territories in fifth place, Colombia 6, Thailand 7, Philippines 8, Yemen 9, Russia 10. The company saw an increase in risk in Russia, which rose to 10 from 15, was due to a rise in big attacks by separatists from the North Caucasus, including twin suicide bombings on the Moscow metro in March this year, which killed 40 people. The committee is investigating into how many of the terror suspects have died since they were put on the list - many after the September 11, 2001 attacks on the United States, its chairman Thomas Mayr-Harting told the UN Security Council. There are now 433 Taliban and al Qaeda individuals and entities on the UN sanctions list, Mayr-Harting, the Austrian ambassador to the UN, told the council. He said 45 entries had been taken off and that 58 other requests were being studied. Eight individuals - two Taliban and six al Qaeda – on the list have died, Mayr-Harting added. He gave none of the identities. “There remain a considerable number of deceased persons on the list which is why the committee will conduct a specific review of deceased persons” in coming months, he told the council. Of the individuals and groups on the list, more than 200 are linked to al Qaeda and about 130 to the Taliban, according to the Austrian envoy. According to reports, some militants planted explosive material in the premises of the school and blew it up with a time device. The forces surrounded Pia village after receiving a tip off about the presence of some terrorists in a house. The security personnel went to the house and after besieging it asked the terrorists to surrender. The terrorists, however, started firing at the forces. The personnel retaliated as a result of which both terrorists were killed. The deceased were identified as Fazal Rabi and Jameer, the security official said. He added that two guns and lots of ammunition was seized from the house. Delivering a Hajj sermon at the Nimra Mosque at Mount Arafat, the grand mufti said that Allah had endowed the people with a host of blessings and boons and that guidance of Islam was one of them. He added that Islam is not a theoretical but a practicable religion. He said Islam impressed upon its followers to take better care of their families and societies, adding that the religion had discrete ways of worshipping God and five-time prayers, fasting, zakat, charities and calling on people to do good and avoid bad were among them. The fatwa was given by Darul-Ifta, the fatwa department of leading Sunni Islamic seminary Dar-ul-Uloom Deoband, in reply to a query by a man. The man in his query had asked that in case no witness was present when he utters talaq thrice to his wife over phone whether it would be considered valid or not. "I angrily said talaq three times to my wife on cell phone but she claimed that she didn't hear it even once and nobody was around both of us. Please tell me whether talaq has taken place," he asked. She favoured confidence-building measures like release of political prisoners to bridge the trust deficit. The Sharjah Sharia Court ordered the Filipina to be lashed 100 times and deported for "unlawful sex," said the Gulf News report. The Bangladeshi would be lashed for adultery and jailed for a year for entering the house belonging to the Filipina's sponsor without permission before being deported. Foreign workers in the UAE and most other Gulf states must be sponsored by an employer to work in the country. In some cases, employers hold the worker's passport and can deny permission to change jobs. Two Mexican employees of the 676-room hotel Grand Riviera Princess hotel in Playa del Carmen, south of Cancun, were killed in the explosion, said Francisco Alor, attorney general of Quintana Roo, where the resorts are located. Two other Canadians suffered severe injuries and were listed in critical condition. In Pakistan, however, the free practice of religion - at least for non-Muslims - is difficult, hazardous and rare. Part of the problem of religious persecution in Pakistan stems from the establishment of the country itself in 1947 and the promulgation of its constitution in 1956. It is officially called the Islamic Republic of Pakistan, which, in effect, makes the state indivisible from Islam. Pakistan placed religion at the heart of its raison d'être in order to distinguish itself from its rival India, from which it had been separated. But whereas India has developed into a sophisticated democracy in which people of all religions and none live side by side in relative harmony, Pakistan has gone the opposite way. The blast occurred at Adezai, located 20 km south of Peshawar, the capital of Khyber-Pakhtunkhwa province, police said. The imam of a mosque was among two persons killed, they said. The bomb went off near the home of slain tribal elder Abdul Malik, who was spearheading an anti-Taliban campaign in the area. Malik was killed in a suicide attack in 2009 The tribal elder's son Noor Malik was getting into his car when Monday's attack occurred, though he was not hurt. The case was registered on the complaint of Qari Salam, the Imam of a mosque in Ittanwali village near Sheikhupur, about 40km from Lahore. Qari Salam alleged that Asia Bibi had uttered blasphemous words in the presence of several village women working in a garden. The case was tried by the additional district and sessions judge who sentenced her to death and fine of Rs100,000. The Ministry of External Affairs (MEA), in an affidavit filed recently before the High Court, claimed that the government had acquired the Jinnah House in Mumbai as evacuee property and hence all rights of evacuee and others stood extinguished. The affidavit was filed in response to a petition by Dina Wadia, daughter of Jinnah, laid claim to Jinnah House which stands on a 2.5 acre plot in posh Malabar Hill area of South Mumbai. The protestors were baton-charged by the police which also lobbed tear gas shells. The cleric was later released. The measure bans state courts from the use of Sharia and international law in deciding cases. It passed Nov. 2 with slightly more than 70 percent of the vote. Sharia law is not used in state courts, but supporters said SQ 755 was needed as a preventive measure. U.S. District Judge Vicki Miles-LaGrange granted a temporary restraining order putting implementation on hold. A hearing for an injunction is set for Nov. 22. But on Monday morning a federal judge, Vicki Miles-LaGrange, issued a temporary restraining order blocking Oklahoma’s new state constitutional amendment—that had just been approved by 70% of the vote—which forbids courts to decide cases using Islamic law (Sharia). The Hamas-linked Council on American-Islamic Relations (CAIR) is trying to block the law, and for now they’ve succeeded: The restraining order will remain in place until another hearing on November 22. Yet whatever temporary successes Muslim supremacists appear to attain, I believe that the suit and other actions like it are a good thing. The Islamic supremacists are showing their hand and revealing their agenda. According to The Telegraph, the Chandlers are now under the protection of local government officials close to Somalia's border with Ethiopia, and are expected to fly to safety in Kenya later on Sunday. It is understood that a ransom was paid. The British Foreign Office did not confirm this, and only said they were "investigating" the reports. A spokesman for the Chandlers' family could not immediately be reached. JuH, which had filed the original suit in 1961 before the HC claiming ownership over the disputed area housing the disputed structure, assailed the HC verdict on the ground that by ordering partition of the area, it travelled beyond the pleadings of the parties as none of them had ever argued for it. The appeal, which will be filed in the apex court on Monday, focusses on how the HC veered away from the facts and law and concentrated more on circumstances and extraneous material, counsel Anis Suhrawardy told TOI.
