What the world is fighting in Af-Pak is a dangerous ideology

The Pakistani army's operations have the support of mainstream political parties and, increasingly, of the civil society in that country. As the Pakistani army gains confidence that its campaign against the Taliban has India's support, and that it has no reason to be anxious about its eastern border, it is possible for our neighbour to transfer more troops from east to west, and intensify its anti-Taliban operations further. Meanwhile, the US is augmenting its forces in Afghanistan. Therefore, speculation about the risk of nuclear weapons and materials falling into the wrong hands at a time when the Pakistani army, government and civil society appear to have decided to firmly fight the Taliban threat indicates a lack of confidence in the professionalism of the Pakistani army and the staying power of the US in this campaign.

A typical example of this is the article 'Help us or we leave' in the International Herald Tribune last week by Stanley Weiss, the eminent founding chairman of the Business Executives for National Security. He argues that if Russia, China, Iran and India which have an interest in eliminating the al-Qaeda don't come to the help of the US, it should quit Afghanistan. In India, reports of US efforts to negotiate deals with various warlords in Afghanistan, including Hekmatyar and Haqqani, tend to be interpreted as signs of eagerness by the US to get out of Afghanistan. In the light of inadequate progress of America's overtures to Iran, Israeli prime minister Benjamin Netanyahu's intransigence, North Korean defiance and the US's compromise with Pakistan on the wording of the aid legislation President Barack Obama's image as an effective leader has lost some of its earlier shine.

There is another view that the Indian government backed off at the last moment. Some informed observers in India maintain that developments in Pakistan came in the way of the agreement being finalised. In this connection it is pertinent to recall the much-criticised comment of national security adviser M K Narayanan in an interview that India found it easier to do business with Musharraf. The latest article by Steve Coll in the New Yorker goes some way in confirming the Indian and not Kasuri's version.

In the last few days US special envoy Richard Holbrooke has been holding discussions with the Pakistani army chief and ISI chief along with senior Afghan officials in Washington on the proposed strategy for the Af-Pak region, especially in the light of the ceasefire agreement reached with the Taliban in the Swat valley. While India is staying out of this meeting, the idea appears to be to persuade the Pakistani army and ISI that the concerns of Pakistan about its eastern front, and often used as an alibi to justify the inadequate response against the al-Qaeda and Taliban, are totally misplaced. Kasuri's revelations and Coll's report should strengthen the hands of Washington.

As happened in the case of the Nazis and Japanese militarists there is an assumption of racial and ideological superiority by Islamist extremists. They believe that it is their manifest destiny to bring the entire world under the dominance of their version of Islam. And this version of Islam has nothing to do with the glorious Islam of Baghdad, Samarkand, Delhi and Agra or that was preached by Jalaluddin Rumi, Omar Khayyam, Amir Khusro and Akbar. Just as the Nazis perverted the term socialism and degraded it as National Socialism, the followers of al-Qaeda and Taliban have degraded Islam and are using a perverted cult to advance their ideology. Just as the Nazi and fascist ideologies had their followers and supporters all over Europe, there are supporters of the perverted Talibanised Islam in various Muslim countries.

The war is against this ideology and it's not going to be won unless there is de-Nazification as happened in Germany or the demilitarisation in Japan. While this could be carried out in Germany and Japan only after effective military occupation, similar exercises for al-Qaeda and Taliban have to be done without military occupation of Pakistan. Fortunately a much larger portion of the Pakistani middle class consider themselves victims of this perverted Islamist cult than there were anti-Nazis in Germany during the heyday of Adolf Hitler.

Don't Give In To Them: Kashmir cannot be allowed to secede

Whether it is disruption in Parliament or on the streets of Kashmir, only a small group or minority resorts to it. The majority remains passive and silent. Those entrusted with the responsibility of enforcing order do not display adequate strength and courage to restore rule of law at the earliest but allow the situation to deteriorate. When Parliament is adjourned without transacting any business for the day or the use of excessive force becomes necessary to disperse unruly crowds in the streets resorting to violence, destruction of public property and casualties, those who engineer the disruptions know full well what the results will be. In fact, they desire those results. The silent majority and the governing authorities in both these cases do not have the moral fibre to assert their will and enforce the rule of law. This is the challenge before the Indian republic whether in Parliament or in Kashmir.

Don’t get fooled by crowds in the Valley

At the drop of a hat a crowd can be collected in India. Once that crowd goes beyond a critical size, violence and destruction of public property are routine happenings. There is a degree of permissiveness that has imbued our law enforcement culture in respect of such defiance of public order. For politicians of most parties, calling for bandhs and rallies with inevitable violence has become an inherent part of their political culture to demonstrate their power to inflict loss of lives and damage to public property.

Such disruptions, from Parliament to the streets, are projected as indications of the political machismo of the parties. In that sense, India, as Gunnar Myrdahl termed it fifty years ago, is a soft state. Therefore large crowds and destruction of public property and casualties in police firings should not be allowed to influence our long term perceptions at this stage of the political development and constitutional evolution of this country.
