Mr. Daultana’s view of D. M.’s duty.

Mr. Daultana is forgetting the meeting at his house, over which he himself presided. His attitude towards responsibility in this behalf is the vary opposite of the District Magistrate. He cannot say he was not abreast of the situation, as that would betray extreme apathy. But if he was abreast of the situation, then let us suppose that it is a desperate situation and Mr. Daultana’s officers are oblivious of its character, would he regard it as unjustified interference with their duties if he pulled them up to action? But we agree that the position taken by him in respect of the duties of the two principal officers is correct. The District Magistrate can act independently. In Lahore, he should particularly consult the Inspector-General, and if any superior officer disagrees with him, he would be wise to record a note to that effect and send a copy thereof to the disagreeing officer. But he should not merely attend conferences. If he has one leg in the Government House, he should have the other in Wazir Khan Mosque—and we would prefer it to be the right leg.

In another context, Mr. Ghias-ud-Din Ahmad made the following observations. “I do not think anyone impeded the decisions of either the District authorities or the Inspector-General. I personally felt that in a place like Lahore the local authorities must be advised, helped and guided by senior officers like the Inspector-General, because it is actually his duty, in addition to the local authorities, to maintain law and order and look after the internal defence of the province”. That was in answer to the question whether it was not true that the case of Lahore suffered because there were too many persons here to be consulted.

Geelani read Jamaat-e-Islami founder-ideologue Maulana Abul Ala Maudoodi’s books in his early teens, picked up his worst ideas and has apparently gone beyond his mentor in perversity. For Maudoodi never supported the idea of Partition and the establishment of a separate Islamic state for Muslims to be called during the anti-colonial independence movement. He believed that Jamaat-e-Islami would be able to establish an ideological Islamic state in Free India with the help of the Hindu majority which would see no reason not to support a party wanting to create a state based on the ethical principles of Islam, even if they didn’t belong to the religion. He thought that since Islamic ethics is the same as Hindu ethics and they put stress on the same values, Hindus would have no problem voting for a Jamaat-e-Islami government which would govern according to the Islamic rules of Justice and fairplay and equality to all. It was only when Pakistan became something of a fait accompli, and he saw the opportunity of actually ruling even a small state in the name of Islam, rather than the whole of India as he had envisioned in his teenage he decided to shift to Pakistan. And yet while going away he asked his Indian followers who had decided to stay back to sever all organisational and practical relationship with him and the Jamaat in Pakistan and be loyal to the Indian state that they had chosen to be a subject of, as this is what Islam teaches in a very clear-cut manner.

First of all, ours is a very peace-loving state. So for something like this to happen -- in Rajasthan -- is a huge shock, not just to me, but I think to the ordinary citizen also. I would say here that we have responded magnificently to this, whether it’s the government, the people, the professionals -- everybody has risen to the occasion. Nine blasts, one after the other, we actually saw this happen on Tuesday, May 13. I’m happy to say that the response has been terrific. I was in Jodhpur when I heard about it. I was back on the air force flight by 11:30 in the night. By the time I got to the hospital it was about 12 o’clock. Within 15 minutes of this happening, the people had been brought into hospital; the medical teams had swung into action. By 2 o’clock in the morning, all serious operations -- almost 24 of them -- had been performed. And the situation was almost under control.
