Terror hotline may increase finger of suspicion on whole community

Any initiative that aims to increase national security must be welcomed. But exactly how will the anti-terror hotline unveiled by the North West Counter-terrorism unit be perceived by Muslims.

Many will feel a little apprehensive with a specific hotline that encourages people to report on them.

To put it simply this hotline is about getting Muslims to report on other Muslims they feel might be a threat to national security. It is also there to make non-Muslims report on Muslims they think might are acting ‘suspiciously’.

It is not about encouraging Christians or Jews to report on each other. It wants the Muslim community to share information they might have with the police about their neighbours.

When that comes to drugs or anti-social behaviour that might not set alarm bells ringing. But when it comes to terrorism there will be many Muslims who might not welcome such intrusions.

The major issue many Muslims will have is what is done with that information once it is found to be false? Or what happens when they are being reported on by people for motives other than that of national security?

And what exactly is ‘acting suspiciously’? If you are acting more and more religious does that mean you should be reported to the Police? And what will the police do with that information?

You would think people are intelligent enough to judge such matters themselves. But if the authorities themselves have found it a struggle to do so how will the average man on the street find it?

Now, it is true if you have done nothing wrong then you have nothing to fear. But when it comes to terrorism related issues that is not always the case.

Past experience has shown that it has become all too easy to arrest people under anti-terrorism laws and later release them without so much as an apology.

Linking Islam and terrorism is wrong

n a recent article published by the Guardian, it was reported that the Prevent strand of Contest 2, the British counterterrorism strategy, was being used to collate intelligence on Muslims who were innocent, or who had no suspected involvement in terrorism. This may come as a surprise to members of the public who do not really have much to do with the subject of counterterrorism, but for those who study, analyse or take an interest in this subject, it is hardly a surprise.

On Thursday, I attended a policing conference in St Andrews. Speaking to two academics there, our conversation quickly progressed on to British counterterrorism and Prevent. I remember saying that there was something "not quite right" about Prevent, but I couldn't put my finger on what this was and decided that maybe it was just paranoia and cynicism on my part. Less than 24 hours later, I was reading the Guardian and saw the article titled "Government anti-terrorism strategy 'spies' on innocent". Reading it, I found that "the government programme aimed at preventing Muslims from being lured into violent extremism is being used to gather intelligence about innocent people who are not suspected of involvement in terrorism".

Can Turkey’s Anti-Terrorism Cooperation with Iran Lead to a Strategic Partnership?

The liability of the relationship, however, as Ozdag suggests, is that Iran is not on the same page with Turkey when it comes to maintaining the unity of Iraq. In addition, Iran’s policy on the Kirkuk issue is to support the Kurdish position on autonomy/independence, which contradicts Turkey’s position on a unified Iraq (umitozdag.com, May 25, 2007). Retired General Tuncer Kilinc put emphasis on similar points: “Given its location there are competing pressures on Turkey. Whereas its Western partners want to see Turkey on their side against Iran, Turkey’s position requires it to maintain its ties with Iran. In other words, Turkey cannot afford to follow a uni-dimensional foreign policy given its geography and economic ties. Therefore Turkey should seek new partnerships with Russia, Iran, China, and India and conduct its foreign policy through mutually-reinforcing institutions” (Referans, March 23, 2007). The rationale behind Turkey’s strategic thinking was revealed by Gen. Basbug in 2006. In his inaugural speech on the occasion of assuming the command of the Turkish Land Forces on August 25 of that year, Gen. Basbug revealed: “Given the fact that some states [i.e., the United States] and groups [i.e., the Kurdish leadership in northern Iraq] do not take effective measures against the PKK terror, before finding a solution for the Kirkuk problem, we should develop strategies to force them to take effective measures” (kkk.tsk.mil.tr, August 25, 2006).

More significant than this and indicative of the mood and inspiration of the conference was this exhortation: “Moreover, this All India anti-Terrorism Conference attended by the representatives of all schools of thought appeal to all Muslims to continue, as they always did in the past, their loyalty towards the dear motherland and love and respect towards humanity. It appeals to them to fully understand the present alarming situation, the gravity and intensity of the time, and feel the pulse of the present world so that they might not be employed as tools of evils by anti-Islamic or anti-national forces. It appeals to them to live with dignity and pride being faithful to the country, to keep full trust in their leadership…”
