Terror as an instrument of state policy is simply not acceptable: Indian PM

May 30, 2011

Earlier, after bin Laden was killed in US operations on May 2, despite the buzz in certain sections of the establishment, the government was mum on cajoling Pakistan in acting against Indian fugitives there.

Talking to reporters on board Air India One on his way back from a six- day Africa trip, Manmohan Singh indicated that Pakistan’s encouragement of anti- India terror groups may hurt bilateral ties despite dialogue at the highest level. “What happens in our neighbourhood matters a great deal. I have always maintained that a strong, stable and peaceful Pakistan is in the interest of our country and, therefore, these events do worry us.

I hope Pakistan will also recognise this monster of terrorism which they unleashed at one time, is hurting them as much as it can hurt our country.

And it is in this background that we have to look at our relations with Pakistan,” the PM said on the recent terror attack on Pakistan’s naval base and the need to re- calibrate India’s Pakistan policy.

The PM was in Ethiopia when the Karachi naval base siege ended last Monday. Senior officials accompanying Singh to Africa had expressed concern over the safety of Pakistan’s nuclear arsenal following that deadly attack.

When asked on India’s approach towards Pakistan post- Headley’s revelations, the PM minced no words: “ Well, I think it goes without saying that we must use every possible opportunity to talk to Pakistan and convince them that terror as an instrument of state policy is simply not acceptable to people in the civilised world, as a whole.” Chidambaram, in a joint press meet with US homeland security chief Janet Napolitano in Delhi on Friday, had also said the vast infrastructure of terrorism in Pakistan had for long flourished as an instrument of state policy.

The PM, however, did not think that Headley’s trial has revealed anything which India was not aware of. “ This trial of David Headley has not brought out anything new that we did not know, and the trial is still on. We will study it when the trial is completed,” he said. The revelations by Headley on the ISI, though, will be raised by external affairs minister S. M. Krishna when he meets his Pakistani counterpart in Delhi in July. Officials had expressed anguish that the US had not shared specifics from Headley’s interrogation but only general inputs.

Napolitano had refused on Friday to comment on the involvement of the ISI in the 26/ 11 terror attacks but assured India of more “ access” to Headley.

The PM was particularly concerned over existing anti- India terror infrastructure in the neighbouring country.

“ As Pakistan’s neighbour, we have great worries about the terror machine that is still intact in Pakistan. We would like Pakistan to take more effective action to curb the activities of those jihadi groups which particularly target a country like India.” There are fears in India that after bin Laden’s killing, a second rung of al- Qaeda leaders will be encouraged by Islamabad. These second rung leaders allegedly maintain close links with groups such as the Taliban, Lashkar- e- Tayyeba and HuJI. Singh called for a twin- pronged approach in dealing with Pakistan: bilateral and pressure from international community. “ We must convince Pakistan that it is in their own interest that they must help us in tackling the problem of terror in our region. That those jihadi groups that target India as a destination for their terror, must be effectively curbed and dealt with.” Urging the international community to act against Pakistan’s terror machinery, Singh said: “ The world has seen, as never before that the epicentre f terror is in our neighbourhood. They appreciate India’s point and it should be our effort to mobilise world opinion to ensure this terror machinery which operates in Pakistan is brought under effective control.” He was also non- committal on Gilani’s invitation to visit Pakistan. “ I have not made up my mind on that,” Singh said.

Earlier Singh’s senior cabinet colleagues like finance minister Pranab Mukherjee had advised him against undertaking a standalone bilateral visit to Islamabad.

Instead, it was suggested that he should coincide his trip with the Indian cricket team’s tour. According to Mukherjee, even Indira Gandhi had never visited Pakistan. He was also advised against the trip for its possible adverse impact on domestic politics. Congress chief Sonia Gandhi had already decided not to go to Pakistan despite Gilani’s invite.

In Kannur, defence minister A. K. Antony said on Saturday it would be difficult to have permanent cooperation in Indo- Pak relations without Islamabad dismantling terrorist camps functioning there. “ India’s grievance with Pakistan was that about 42 terrorist camps were functioning in that country. Without Pakistan destroying these camps, it would be difficult to have permanent cooperation in Indo- Pak relations,” he told reporters.

TALKING TOUGH

Saying the world shared India’s anxieties about terror emanating from Pakistan, Singh stressed the epicentre of terror “is in our neighbourhood”

He said the dialogue process with Islamabad would still continue, but added India would keep talking talk to Pakistan about shutting down its terror machinery

Singh said a stable Pakistan is in India’s interest

He also aired India’s concerns over the terror attack at a Karachi naval base that has stirred anxieties about the safety of Pakistan’s nuclear weapons

On Headley, Singh said his testimony in the Tahawwur Rana trial has not revealed “anything new that we did not know”

NATO air-strikes killed 52 people: Afghanistan

May 30, 2011

Afghan authorities said on Sunday that NATO has killed 52 people, mostly civilians, in air strikes against insurgents as violence picked up in recent weeks with the start of the fighting season.

In the southern province of Helmand, local authorities said at least 14 civilians, including women and children, were killed and six injured in an air raid on Saturday.

US Marines in Helmand's Nawzad district called in air support after their base came under attack from small arms fire, the provincial Government said in a statement.

"During the air strike, two civilian houses were targeted which killed 14 civilians and six others were wounded," it said.

The statement said the dead included five girls, seven boys and two women.

"ISAF are aware of the reports that civilians were allegedly killed in an ISAF air strike," Major Tim James, spokesman for the NATO-led International Security Assistance Force, told AFP.

"The Regional Command South West has sent a joint assessment team to the area to look into the allegation and they will issue their findings to the Press." Aslam, a local elder of Nawzad district, said he "lost 12 relatives while 10 others including children were injured" in the air strike.

He said some shots were fired at ISAF helicopters which flew into the area, adding that the choppers returned after 10 to 20 minutes and fired rockets, killing the "innocent civilians".

Bombs kill four; wound 20 at Nigeria military base: Police

May 30, 2011

KANO, Nigeria: Three bombs inside a Nigerian military base killed at least four people and wounded 20 Sunday, police said, in an attack just hours after President Goodluck Jonathan was inaugurated.

The attacks, at a market inside the barracks in Bauchi city in the north of the country, were caused by "locally made devices", Bauchi state police commissioner Abdulkadir Indabawa said.

"There were three blasts at the Mammy market in Bauchi at about eight this evening," he added.

Bomb kills Iraqi soldier, firefighter near Baghdad

May 30, 2011

BAGHDAD: A roadside bomb planted outside a suburban liquor shop west of Baghdad killed an Iraqi soldier and a firefighter Sunday as security forces tried to extinguish a blaze from an explosion minutes earlier.

In the Sunni-dominated Baghdad suburb of Abu Ghraib, emergency crew rushed to the scene of a blast outside the closed liquor store at about 6 a.m. local time, only to be hit by a second bomb just minutes later. Such follow-up attacks are one hallmark of Al-Qaeda.

Police officials say the second bomb instantly killed one soldier and the firefighter died later at a hospital. They say five soldiers and five firefighters also were wounded. A hospital medic confirmed the casualties.

A few hours later, in the northern city of Mosul, an attack wounded a retired general and former candidate for defense minister in what police called the most recent assassination attempt on a prominent Iraqi.

Technology professor Khalid Mitaab al-Obeidi was driving to his office on the campus of the city’s university when he hit a roadside bomb. Obeidi was wounded in the face and leg, police said. His nephew, who serves as his bodyguard, also suffered minor injuries.

All police and medical officials spoke on condition of anonymity.

Dozens of government and political officials have been targeted for assassination in recent months as extremists exploit Iraq’s instability. Though violence has dropped dramatically across the country since the height of tit-for-tat sectarian killings a few years ago, deadly attacks still occur daily.

Obeidi, a Sunni, was a brigadier general and pilot in Iraq’s army during Saddam Hussein’s regime. He recently withdrew as a contender for the vacant post as Iraq’s defense minister after being nominated by the secular but Sunni-backed Iraqiya political coalition, said Mosul lawmaker Abdul-Rahim al-Shammari.

Prime Minister Nouri al-Maliki has been struggling to fill the top posts at the defense and interior ministries, but political bickering over candidates among political rivals has delayed the nomination in the six months since the new government was seated.

In turn, the delay has held up key negotiations between Baghdad and Washington over whether thousands of U.S. troops will remain in Iraq past a year-end deadline.

Representatives for each of Iraq’s main parties will meet Monday in a new attempt to break the impasse.

Yemeni forces loyal to President Ali Abdullah Saleh opened fire on protesters in the southern city of Taiz on Sunday, killing at least six people and wounding 120, hospital sources said.

The clashes took place near Freedom Square where thousands of anti-government protesters have been camping since January to demand Saleh's overthrow. Police set two tents on fire in the square. Protesters hurled Molotov bombs and rocks at police.

In the capital Sanaa, seven explosions were heard on Sunday night in the district of Hasaba, the scene of week-long fighting between Saleh's forces and a rival tribe in which 115 people were killed, residents said.

Rebels hail G8 ahead of Gaddafi 'exit' talks

May 30, 2011

Libyan rebels applauded a G8 call for Muammar Gaddafi to go ahead of a visit today by South Africa's president for talks that officials said will focus on an "exit strategy" for the strongman.

"The entire world has reached a consensus that Colonel Gaddafi and his regime have not only lost their legitimacy but also their credibility," rebel leader Mustafa Abdul Jalil said in a statement from the rebels' Benghazi bastion late on Saturday.

"I would like to welcome the position taken... by the G8 where members emphasised the necessity of Colonel Gaddafi's departure," the statement said.

Syrian tanks attack towns that held protests

May 30, 2011

Syrian government troops backed by tanks attacked two central towns Sunday in an attempt to stop round-the-clock protests there against President Bashar al-Assad's regime, killing at least two people and wounding several others, activists and a rights group said.

Security forces in several other parts of the country fired on crowds holding overnight demonstrations, causing casualties, activists said. The new attack using military forces pointed to Assad's determination to crush the two-month-old revolt, despite U.S. and European sanctions, including an EU assets freeze and a visa ban on Assad and nine members of his regime.

North Sudan forces commit war crimes, group says

May 30, 2011

JUBA, Sudan: An advocacy group on Sunday said new satellite images provide evidence that northern Sudanese troops have committed war crimes, including ethnic cleansing, in the contested border town of Abyei where the forces took over more than a week ago.

The Satellite Sentinel Project said in a statement that satellite images by DigitalGlobe show that the Sudanese army burned about one third of all civilian buildings in the north-south border town, used disproportionate force and indiscriminately targeted civilians.

“The totality of evidence from satellites and ground sources points to state-sponsored ethnic cleansing of much of the contested Abyei region,” the group said.

Yemeni troops fire on protesters, kill at least 20 people

May 30, 2011

SANAA: Hundreds of soldiers loyal to Yemen's embattled president stormed a protest camp in a southern city on Monday and fired on the crowds indiscriminately, killing at least 20 people, according to medical official and witnesses.

The city of Taiz has been a hotbed of anti-government protests since crowds began calling for President Ali Abdullah Saleh's ouster in early February. The heavy crackdown there signaled Saleh was still intent on preserving his 33-year rule despite the upheaval, intense international pressure to step aside and defections by key allies and some army units.

Security forces first tried to clear the square in Taiz with water cannons, tear gas and sound bombs, sending thousands rushing for shelter.

Brotherhood says won't force Islamic law on Egypt: Interveiw

May 30, 2011

The Muslim Brotherhood wants a diverse parliament after elections in September and is not seeking to impose Islamic law on Egypt, the head of the group's newly formed political party said in an interview.

The Brotherhood, which has emerged as a powerful force after years of repression under ousted President Hosni Mubarak, has said it does not want a parliamentary majority, although rivals see it as well placed for a dominant position.

With secular politicians struggling to mount a challenge, Western investors are concerned about what a shift to an Islamic-leaning government would mean for Egypt, which relies on receipts from Western and other tourists and where tension between Muslims and the Christian minority have flared.

'Qaeda' gunmen seize Yemen southern city

May 30, 2011

The Yemeni opposition accused embattled President Ali Abdullah Saleh of having allowed Zinjibar, capital of Abyan province, to fall to the gunmen to raise fears concerning Al-Qaeda and boost his flagging international support.

The suspected Al-Qaeda fighters "were able to gain control of the city of Zinjibar ... and took over all government facilities," except for the headquarters of the 25th mechanised brigade, which is besieged by militants, a security official said.

Residents reported that there had been heavy fighting in the city on Friday and Saturday, and that gunmen had freed dozens of prisoners from the main prison in Zinjibar.

One witness said on condition of anonymity that the gunmen executed soldiers who surrendered, and that residents were not able to bury them.

Yemen president, tribal chief agree to end clashes

May 30, 2011

Yemen's embattled president and the country's most powerful tribal leader have agreed to end five days of gunbattles that killed 124 people and pushed the country's political crisis closer to civil war.

The fighting between forces loyal to both men made the past week the deadliest since mass street protests for an end to President Ali Abdullah Saleh's 33-year rule broke out three months ago. Although it could prevent bloodshed, Saturday's agreement will do little to solve the wider crisis, with Saleh rejecting efforts to negotiate his exit.
