Headley e-mail casts light on ugly world of Shiv Sena fixers

Late in the summer of 1998, as Lashkar-e-Taiba jihadist David Coleman Headley desperately searched for a means to assassinate Shiv Sena leader Bal Thackeray and hit a brick wall, he ran into a small-time party apparatchik with big dreams — and an even bigger appetite for cash.

Rajaram Rege's relentless pursuit of money, and Headley's unremitting search for a means to kill — laid bare in documents filed by prosecutors in the Chicago court where 26/11 suspect Tahawwur Rana is being tried — have provided jurors with some low farce in the midst of an otherwise grim proceedings.

But it provides riveting insights into the grim world of political operators and fixers who feed off the Shiv Sena's clout.

In a meeting with the Lashkar's supreme leader, Hafiz Muhammad Saeed, Headley had been told the Hindutva group needed to be “taught a lesson.” He sought, therefore, to conduct reconnaissance inside the Shiv Sena's heavily guarded central office in Mumbai's crowded Dadar area.

Vilas Varkey, a physical fitness instructor Headley met at a local gym, provided an introduction to Mr. Rege, whose LinkedIn profile identifies him as an information technology officer with an Indian electronics firm.

Mr. Rege was introduced to Headley as a public relations officer for Mr. Thackeray's son. The Shiv Sena and Mr. Rege both deny he held that post, but admit he is linked to the party.

“Headley told me he wanted to see Sena Bhavan. I told him it was not a tourist spot and asked him to go away,” Mr. Rege says.

That wasn't quite the whole truth. Following their encounter at Mumbai's Shiv Sena central office on May 18, 2008, documents filed by prosecutors in the ongoing trial of Chicago-based Rana show that Mr. Rege sent Headley what might be called a business plan.

His pitch was crude — and not just in its grasp of spelling and grammar.

“I am politically and socially very well connected here in Bombay (mumbai), gujarat and delhi [sic., throughout],” he wrote. “Projects worth 10,000 crores sanctioned by govt are with me. are you getting my point????”

Mr. Rege's mail sent a frisson of excitement through the ISI and the Lashkar. “How should I respond,” Headley asked in a May 19, 2008, e-mail to his ISI handler.

The man Headley knew as ‘Major Iqbal' wrote back the next day. “I red [sic] your mail and gave a cool thought to all this,” he wrote. ‘Major Iqbal' counselled Headley to “engage raja by helping him getting seminars and confesses [sic., conferences] in usa.”

The following Friday, on May 23, 2008, Headley wrote back to Mr. Rege. He promised to set up a meeting with his bosses in the United States to discuss the Sena workers' business proposals — and also his pleas for a suitable job abroad.

Headley's mail also makes it clear that the two men had discussed the prospect of a western lecture tour where Mr. Rege could raise funds for the party. He wrote: “If it is possible, you should have some big name personality from your party to accompany you to America for maximum results. Would you be able to do that? This would guarantee all fund-raising activities to be a big success.”

In his statements to Indian and U.S. investigators, Headley has said he was in fact considering the prospect of assassinating Mr. Thackeray on the tour. The plan was doomed to fail: Mumbai's would-be Führer has a deep fear of flying — a fear that has led him to never leave the city, let alone venture abroad.

But Mr. Rege replied the same day, returning, with obsessive focus, to his main theme: “How to get both of us financially benefitted.”

In India, he wrote, “there are many huge projects of constructions, dams, roads, flyovers, bridges, cannals, power, agriculture etc. these projects I have from govt. sector as well as private sector.” For a share of the pie, he explained, “we have to give under table money and manupulate the tendor.”

Mr. Rege wanted his consultancy fees, which “renges from a few hundred lacs to few hundred crores of indian rupees,” and an additional “minimum if 10 lac US$ of donations,” paid into a trust he ran in Mumbai, which “gives me saving Income Tax.”

If there were questions, he said, without the least trace of irony, “You can simply tell them you are generating funds for well fare of mumbai people for poverty, unemployment, education, medical etc.”

Mr. Rege denies his e-mail exchange with Headley was unethical. “By talking of political connections and the signing of the MoU, I was only trying to gauge his capacity to pay and undertake projects. To test how genuine this person is.”

Police sources in Mumbai told The Hindu they were unaware of any trust run by Mr. Rege, and that he was not being investigated for potential wrong-doing.

Indian Jamaat-e- Islam Poltical wing Party testing “political waters”

JAIPUR: The newly-launched Welfare Party of India (WPI), floated with the support of Jamaat-e-Islami Hind, has started testing “political waters” in Rajasthan and expressed willingness to initiate discussions with like-minded groups and align with them in the run-up to the State Assembly elections in 2013.

WPI national president Mujtaba Farooq, who was on a day's visit to the State on Wednesday, told journalists here that the party's ad hoc body would be constituted shortly in Jaipur and the State unit established by July-end this year.

Rajasthan is the fourth State in the country, after Uttar Pradesh, Kerala and Andhra Pradesh, where the WPI would be formally launching its unit followed by a vigorous membership drive. Mr. Farooq said he was confident that the party would offer a “political alternative” both at the Centre and in States in the near future.

The WPI would be open for electoral understandings for the Assembly polls in Uttar Pradesh next year and has already opened channels of dialogue with Ulema Council and Peace Party in that State. Mr. Farooq said adjustments with the ruling Bahujan Samaj Party could be “expected [in] future”.

In Kerala and Andhra Pradesh, the WPI would not confront the Indian Union Muslim League and Majlis e Ittehadul Muslimeen (MIM) but would fight other parties, including Congress, said Mr. Farooq. He said one of the major reasons for launching the WPI in New Delhi on April 18 was the failure of the Congress to provide equitable and inclusive governance in the 63 years since Independence.

The WPI president said Rajasthan was one of the important northern States where feudalism, inequities and discrimination on the ground of caste and religion had strong roots. “The pitiable condition of weaker sections, including Muslims, here warrants an alternative political formation that caters to their fundamental needs.”

Mr. Farooq affirmed that the WPI was neither a political wing of Jamaat-e-Islami Hind nor a Muslim party. “Our party espouses value-based politics. We are dedicated to [the interests of] the poor and marginalised. Five of our top 16 office-bearers are from Dalit, Christian and other backward communities,” he said.

Mr. Farooq, who was till recently general secretary of Jamaat-e-Islami Hind, said the WPI would reflect the country's plural character in near future with members drawn from different castes, communities and regions. The party's principal objective was to ensure inclusive growth and put a stop to marginalisation of weaker sections through political participation, he added.

He also advocated reservation in employment and education for the Muslim community in accordance with the Ranganath Mishra Commission's recommendations. The “manipulation and exploitation” of Muslims as a vote bank by the mainstream political parties was largely responsible for their backwardness, he said.

38 killed in capital fighting: Yemen officials

Fighters from Yemen’s most powerful tribes fired on government buildings and soldiers retaliated with intense shelling, killing 38 on both sides, as the uprising against President Ali Abdullah Saleh threatened to become a militia-led revolt after street protests and Arab mediation failed.

Medical officials said 24 tribesmen were killed in yesterday’s clashes. Government officials put the death toll among soldiers at 14, and 20 were missing.

As the battles developed, the heart of Yemen’s capital was turned into a no man’s land with heavy gunfire, mortar rounds and artillery fire from government forces.

As the death toll mounted, Saleh called for a cease-fire.

Both sides traded blame for triggering the latest violence, further deepening the rifts and suggesting Yemen could be stumbling toward a potentially bloody showdown between well-armed tribal militias and pro-Saleh troops.

A statement by opposition groups accused Saleh of “dragging the country to chaos.” The Interior Ministry, in turn, blamed the “bloodshed” on Sheik Sadeq al-Ahmar, the head of Yemen’s largest tribe, called the Hashid.

Saleh has refused to step down despite three months of nearly nonstop protests calling for an end to his 32-year rule.

Terror fury hits Pak again; 9 killed in Taliban suicide attack

A Taliban suicide bomber on Wednesday rammed his explosives-laden vehicle into a police building near the US consulate here killing at least nine policemen as terror fury continued to hit Pakistan since the US raid that killed al-Qaeda chief Osama bin Laden.

The bomber, said by police to be carrying more than 300 kg of high-grade explosives, hit the three-storey police building on University Road, which houses the office of the Criminal Investigation Department, flattening the complex and leaving about 38 others injured.

Senior Khyber-Pakhtunkhwa Minister Bashir Bilour confirmed that the attack was carried out by a suicide car bomber.

Police said they fear the toll may go up as large number of people are still trapped under the debris. The blast was so powerful that it was heard 10 kms away and also damaged nearby buildings which house police officials.

A Taliban spokesperson claimed responsibility for the attack, local television news channels said and was fourth terror attack carried out the militants since the May 2 killing.

The attack took place inside a protected military zone in Peshawar which is a gateway to Pakistan’s restive tribal areas bordering Afghanistan.

“About 300 kg of explosives was used in the attack. The engine of the bomber’s vehicle landed 350 feet away and his body was blown to bits. Only one finger of the bomber has been found,” Bilour told reporters after visiting the site of the attack.

Israel PM should have said 'yes' to Obama: Majority of Israelis

The majority of Israelis believe their prime minister should have supported US President Barack Obama's outline for new peace talks with the Palestinians, according to a poll published yesterday.

The survey, published in the Maariv newspaper, found 10 percent of Israelis thought Benjamin Netanyahu should have "declared his support for the president's remarks with no reservations."

Civil war looms as dozens killed in Sanaa: Yemen

SANAA: Dozens of Yemenis were killed in overnight gun battles in the capital, government officials said on Thursday, as fighting aimed at ending President Ali Abdullah Saleh’s 33-year-long rule threatened to ignite civil war.

The defense ministry said in an Internet posting that at least 28 people were killed in an explosion in an arms storage area of Sanaa.

6 killed in car bomb attack on police post in Peshawar

Peshawar: A suicide bomber drove an explosives-packed car into a police station on Wednesday as the Taliban intensified attacks against Pakistans security forces after the killing of Osama bin Laden.

At least five policemen and a soldier were killed in the attack in Peshawar.The Pakistani Taliban said they were responsible.The militants,allied with al-Qaida,have vowed to avenge bin Ladens killing.

Pak N-arsenal safety a concern: Indian Defence Minister

New Delhi: India has reiterated its serious concerns over the safety of Pakistans nuclear arsenal in the backdrop of the terror attack on the naval airbase in the port city of Karachi.

Naturally it (nuclear arsenal) is a concern not only for us but for everybody, said defence minister A K Antony on Wednesday, after addressing the ongoing naval commander’s conference here.

Islamabad: Instructors at a prestigious Pakistani defence institution are giving anti-American lessons to senior officers attending courses,according to a leaked US diplomatic cable,a revelation that suggests a deep bias against Washington at the highest levels of the military.

The dispatch,dated 2008,is based on the experiences of an American officer who attended a course at the National Defence University in 2008.The officer is quoted as saying that lecturers often teach their students information that is heavily biased against the United States.

India, Africa call for end to Libya bombing

ADDIS ABABA: Amid growing regional and international concerns about the conflict in Libya, where NATO has intensified its bombing campaign in recent days, India joined Africa in calling for an immediate ceasefire and for a negotiated end to the violence there.

The Addis Ababa declaration issued here on Wednesday at the end of the Second Africa-India Forum Summit took note of the U.N. resolutions under which the NATO is using military force against Libya and stressed that “efforts to implement them should be within the spirit and letter of those resolutions.”

On sunday night, Fathima received a call from a relative asking her to check a news channel that was showing a report about an arrest in France. She surfed all channels without any luck. But by next morning, there was not one news channel that did not have the news about the arrest. It was about her son, Mohammed Niaz, suspected to a terrorist, now in the custody of the anti-terrorism wing of the police in Paris.

Life as she had known it till then changed dramatically from then on.

Headley names 26/11 point man: It’s Chaudhery Khan

Pakistani-American terror operative David Headley has identified the ISI officer coordinating the planning of Mumbai terror attacks as Chaudhery Khan, the shadowy figure who has thus far been routinely referred to as “Major Iqbal”.

At the ongoing Chicago trial, Headley revealed the true identity of “Major Iqbal” even as the US Attorney Office exhibited a host of e-mails exchanged between the two men in early 2008 when Headley was on his extended mission to scout targets.

Headley had no qualms about the carnage he helped plot. “I was pleased,” he said when prosecutor Daniel Collins asked him what he thought about the news of the attacks. Headley was in Lahore at the time and he watched the Lashkar mayhem unfold on television.

Pakistan to use ‘all means’ against terror

Pakistan has authorised the use of “all means” to wipe out militants, following a string of humiliating Taliban attacks on security forces, but stopped short of unveiling specific new measures.

Six guerrillas stormed the naval air base in Karachi on Sunday, killing 10 personnel and destroying two US-made aircraft each costing 36 million dollars in an attack that took hundreds of troops 17 hours to quell.

It was the worst siege on a military base since militants besieged the army headquarters in 2009 and heaped humiliation on commanders still reeling from the disclosure that Osama bin Laden was found living under their noses.

Palestinian President Mahmoud Abbas said Israel was offering "nothing we can build on" for peace and that without progress he will seek UN recognition of Palestinian statehood in September.

The Palestinian leader, Mahmud Abbas, on Wednesday slammed a speech by Israel’s prime minister and said the Palestinians would seek UN recognition if peace talks don’t resume.

‘Our first choice is negotiations, but if there is no progress before September we will go to the United Nations,’ Abbas said, criticising a speech by Israeli premier Benjamin Netanyahu to the US Congress on Tuesday.

In his address, Netanyahu repeated a litany of well-known Israeli demands of the Palestinians but broke no new political ground nor did he offer any incentives for breaking the deadlock in peace talks.

Thousands rally in Iraq against US presence

Thousands of followers of Moqtada Al Sadr staged a mass rally in Baghdad against US forces, as Iraqi leaders consider asking for an extended US troop presence.

The demonstration comes with just months to go before US forces must withdraw from Iraq, but senior American officials have said they hope Iraqi leaders will ask for troops to stay, while acknowledging the unpopularity of the soldiers.

Anti-Americanism rife in Pakistani military

ISLAMABAD: Officers received training biased against the United States at a prestigious Pakistan Army institution, according to WikiLeaks, underscoring concern that anti-Americanism in the country’s powerful military is growing amid strains with Washington.

A US diplomatic cable said the former US ambassador to Pakistan, Anne Patterson, found officers at the National Defense University (NDU) were “naive and biased” against the United States, a key ally which gives Pakistan billions of dollars of aid to help fight militants.

Fears the military could be harboring militant sympathizers have grown since US forces killed Osama Bin Laden this month in a Pakistani garrison town, where the Al-Qaeda leader had probably lived for several years.

NATO increases airstrikes on targets in Tripoli

LONDON/TRIPOLI: President Barack Obama warned Libyan leader Muammar Qaddafi on Wednesday there would be ‘no let up’ in pressure on him to go, following a second successive night of heavy NATO bombing in Tripoli.

Six loud explosions rocked Tripoli late on Tuesday within 10 minutes, following powerful strikes 24 hours earlier, including one on Qaddafi’s compound that Libyan officials said killed 19 people and state television blamed on “colonialist crusaders.”

DISGRACED Pakistani nuclear scientist Dr A. Q. Khan was given a lengthy list of do’s and don’ts by the Islamabad High Court before setting him free from house arrest.

The list, hidden from public domain, points to a possible deal before the world’s most riled scientist was able to secure his release, much to the chagrin of the US. The list has been revealed through a leaked US diplomatic cable originating from Pakistan in 2009.

Headley feared death in India

Chicago: Apprehending arrest during his India visit after the Mumbai attack,Lashkar-e-Taiba operative David Headley wrote a will and emailed it to his friend and co-accused Tahawwur Rana detailing what should be done to his wives and children in the event of his death or arrest.

I am travelling and things are so bad these days,I would like to leave a few instructions with you in case of my death or if I am anticipated (sic) for some reason, Headley wrote to Rana on March 3,2009 in an email.Explaining the purpose behind this to a Chicago court on Wednesday,Headley said he was afraid of going back to India at this point because of increased surveillance.Why he was asked.Because I have been coming in and out of India before the (Mumbai) attacks,conducted the surveillance,(so I was) was concerned about being apprehended in India during the travel, he said.

U.S. worried Pakistan was misusing war funds

The United States Embassy in Islamabad was extremely concerned about the misappropriation of money given to Pakistan as reimbursement of costs of fighting terrorist outfits such as al-Qaeda and the Taliban.

A number of cables sent between 2007 and 2009 to Washington by U.S. Ambassador Anne W. Patterson called for a thoroughgoing review of the Coalition Support Fund (CSF), set up by the U.S. after the 9/11 attack to reimburse its key allies the costs of providing assistance in the ‘global war on terror.' The cables suggested that money given for providing logistical, military and other support to U.S. military operations were “diverted” and that reimbursement claims made by Pakistan's military were “seriously inflated.”

THE world’s global nuclear inspection agency, frustrated by Iran’s refusal to answer questions, revealed for the first time late Tu esday that it possesses evidence that Te hran has conducted work on a highly sophisticated nuclear triggering technology that experts said could be used for only one purpose: setting off a nuclear weapon.

The disclosure by the International Atomic Energy Agency (IAEA) was buried inside a ninepage report on the progress of Iran’s nuclear programme. The agency did not say where the evidence came from.

Iran: UN nuclear report based on `fabrications’

TEHRAN, Iran: Iran’s nuclear chief on Wednesday rejected the latest report by the UN nuclear watchdog agency alleging that Iran may be working on a nuclear weapons program, saying it was based on “fabricated documents.” Fereidoun Abbasi claimed the report on Iran’s alleged nuclear weapons’ activities was based on wrongful information provided by a “few arrogant countries” — a phrase authorities in Iran often use to refer to the United States and its allies.

The latest questions on Iran were included in restricted report of the International Atomic Energy Agency issued Tuesday for the June 6-10 meeting of the 35-nation IAEA board.

A senior official familiar with the report said the most recent intelligence suggested that Iran worked on components of a weapons program as late as 2010. But he told The Associated Press that only “bits and pieces” of Iran’s nuclear work seems related to weapons since 2004.

US lawmakers push to get US out of Afghanistan

WASHINGTON — Now that Osama bin Laden is dead, it is time to end the war in Afghanistan and bring US troops home, several Republicans and Democrats in the House of Representatives demanded on Wednesday.

President Barack Obama will begin drawing down some of the 100,000 troops in Afghanistan in July, with all combat forces due out by 2014. That timetable is unacceptable to a growing number of war-weary US lawmakers, who argue that the death of the al-Qaida leader is an opportunity for the United States to recalibrate its strategy.

Bomb in Istanbul bus stop wounds seven

ISTANBUL: A bomb exploded at a bus stop during rush hour in Istanbul Thursday, wounding seven people.

Several ambulances rushed to the scene on a multi-lane thoroughfare in a busy commercial section of the city.

Television footage showed medics moving a woman with a neck brace on a stretcher into a hospital.

Istanbul Governor Huseyin Avni Mutlu said seven people were injured, none of them seriously. NTV television cited ruling party official Suat Kilic as saying a police officer was among the injured.

Europeans seek U.N. condemnation of Syria

UNITED NATIONS: Key European nations circulated a draft United Nations resolution Wednesday that would condemn Syria for its killing and torture of peaceful protesters and demand an immediate end to the violence.

Britain, France, Germany and Portugal sent the draft text to all other members on the 15-nation Security Council.

Experts from council nations were scheduled to meet Thursday morning to discuss the draft, U.N. diplomats said, speaking on condition of anonymity because they were not authorized to speak publicly.

US cutting back troops in Pakistan: Pentagon

WASHINGTON: The US military said Wednesday it plans to scale back the number of American troops in Pakistan after Islamabad made a formal request, amid tensions over a US raid against Osama bin Laden.

"We were recently (within past 2 weeks) notified in writing that the government of Pakistan wished for the US to reduce its footprint in Pakistan. Accordingly, we have begun those reductions," spokesman Colonel Dave Lapan said in an email to reporters.(AFP)

US trial on Mumbai attacks hears of Pakistan contacts

CHICAGO: An American who scouted targets for the 2008 Pakistani militant raid on Mumbai testified on Wednesday about conversations he had with a Chicago businessman accused of helping the attackers and a retired Pakistani military officer.

David Headley took the stand in the trial of Pakistani-born businessman Tahawwur Rana, 50, who is charged with providing support to Lashkar-e-Taiba, the group blamed in the attacks that killed 160 people.

West must work with Pakistan: British PM Cameron
