Do we witness the formation of an Indonesian al-Qaeda? Noor Huda Ismail Sep 03, 2009 The concept that terrorism is more than merely committing acts of violence is interesting and unconventional. It may even be argued that acts of violence are not the tail end of the process. Terrorism (despite the endless arguments about its definition) is about the spreading of fear and the identification of the government's inability to provide its most fundamental guarantees to its citizens. Such fears are clearly spread by Noordin M. Top, who benefits from the popularity of hard-line preachers on jihad, sponsored and supported by young jihadists who believe the use of violence against the "enemies of Islam", i.e. the US and its allies, is justified. The devout young followers of these preachers and the young jihadists are distributed in numerous strategic areas of Central Java, including Surakarta, as well as Jakarta and parts of West Java and surrounding areas. They yearn for the enforcement of tauhid (the Oneness of God), but of course, through their direct jihadi methods. In this context, Noordin is required to expend little effort in planting the seeds of jihad. He needs only to conduct the secondary phase of the selection process, and the indoctrination of his new followers with his brand of jihad takes a relatively short time. The process may also be carried out by the people who make up his inner circle, who include his adjutant. A diligent researcher of jihadi websites will easily find there is a lot of praise in support of Noordin. There are numerous requests to meet with Noordin in person, offers to protect him and inquiries as to how to join his group - mostly from young people (no statistics are available, this is random but representative data) who make no secret in their messages of their support for Noordin and the al-Qaeda ideology. Some are literally dying to see the presence of the real al-Qaeda here in Indonesia. Therefore, following the 17 July attack, the hypothesis that Noordin would form an al-Qaeda cell in Indonesia appeared likely. This was based on certain information: Abu Bakar Ba'asyir called the attacks "appropriate", pointing out that everyone killed was an "enemy of Islam" (because in his warped view all non-Muslim foreign nationals harbor negative thoughts about Islam, which places them on the side of the infidel). But then Ba'asyir said something really important: he said he hoped that whoever carried out the attacks had declared war on the enemy. The only group that issues fatwa or Islamic edicts to declare war is al-Qaeda. Forming local al-Qaeda branch gifts Noordin the ideologically sound terrorist seal of approval for attacks. There was a rumour about two meetings held over the past year between an al-Qaeda liaison and Noordin, in which the latter sought funding and technical and material support. Although the concept of the formation of a local al-Qaeda branch was not an explicit part of these meetings, it is a logical outcome and it may have been discussed at some point. Then, in a greater coincidence (and we should all be very suspicious of coincidences), we get the declaration of responsibility on a website on July 26 - a hallmark of al-Qaeda operations but unheard of in Indonesia. We have to remain sceptical about this declaration - it is too convenient - but some say, despite the spelling errors, inaccuracies and the change in the modus operandi, that the declaration is credible. The other hint of credibility is that there has been no public or private disclaimer by Noordin, as far as we can tell. Furthermore, the Indonesian police recently arrested the so-called "prince of jihad", Muhammad Jibril, for his alleged role in raising fresh funds from international sources, possibly even from al-Qaeda, although it is important to note here that Arab or Arabia does not equate to al-Qaeda. The strategic and tactical implications of the formation of an Indonesian al-Qaeda (if this has indeed occurred) are truly significant in two geopolitical aspects. Locally, it marks a true separation from Jemaah Islamiyah (JI), though the new organization could expect to continue to receive support and succour from the JI rank and file. However, it frees the new grouping from the limitations, constraints and/or direction of JI. It also provides a distinct alternative for that community in Indonesia, as well as a definition of leadership for Noordin, and therefore authority, direction and the formation of disparate cells. Internationally, it provides access to the al-Qaeda vault, membership list, library and archive, clubhouse and warehouse. It provides the ideologically necessary cover of the "declaration of war" for the conduct of the group's activities. It broadens the conflict, bringing it into the fold of the global jihad and enables al-Qaeda Indonesia to continually use disparate global events to create the impression of a continuous and concerted struggle: The everybody-else-is-doing-something-and-we-have-to-join-in perception. This last attack was perhaps a requirement, an initiatory rite of passage and membership, to prove to al-Qaeda that terrorism in Indonesia is alive and well, and worthy of investment and support. The speculation was sparked by back-to-back visits to Saudi Arabia by interior minister Rehman Malik and Musharraf, who is currently in the kingdom as a guest of the Saudi royal family. A meeting on Tuesday between Musharraf and Saudi King Abdullah bin Abdul Aziz lasted three hours. Malik, who ended a visit to Saudi Arabia on Monday, too met the king. Musharraf flew from Britain to Saudi Arabia in a special jet provided by King Abdullah. The stand taken by the Saudi ruling family has led to speculation that it is trying to "use its influence to persuade PML-N chief Nawaz Sharif to give up his demand" for Musharraf's trial for high treason, the Dawn newspaper said in a report. PTI ------ Blasphemy law will do damage again! 3 Sep 2009 The National Assembly's Standing Committee on Human Rights has urged the government to re-examine the blasphemy law and improve its procedure. When we say "re-examine" we may be expressing a secret desire to change the wording of the law to prevent it from victimising innocent people. We still don't say "repeal" although that is what it deserves after what it has done to a lot of innocent people in Pakistan, of which nearly half have belonged to our poor Christian community. The Standing Committee is still a bit pusillanimous and has quickly added "procedures" knowing full well that the procedures have been changed a number of times in the past with no effect. The police doesn't care for procedures or is perhaps forced to discard them in the face of those who want to exploit the Blasphemy Law. Yet, it should have noted that it is just one organisation — the banned Sipah-e-Sahaba — that causes most of the violence to take place under the law. As a Muslim it makes me sad, ashamed and angry that a group of Malays marched from the Selangor state mosque to the state secretariat parading a severed cow head to protest the relocation of a Hindu temple in Shah Alam. With all the laws of the land, it's simply baffling that the march was "allowed." And at the gates of the state secretariat the group was allowed to indulge in acts of provocation including giving speeches threatening bloodshed. Yes I know now the police are investigating but the group had already did what they did. Only moments earlier the same group of Malays had listened to the sermon of the Imam, then performed the Friday prayers in the holy month of Ramadan. Surely at the end of the prayers the group also joined the congregation in the doa asking Allah for forgiveness for the wrongs that were done, asking for Allah's blessings and asking Allah to bestow peace and prosperity for all. Didn't they learn anything from the time they were in the mosque? So they were protesting against the relocation of the Hindu temple from Section 19 to Section 23 where they are staying, citing Malay majority area as reason. In Shah Alam all areas are Malay majority. So does that mean no places of worship of other religions can be built in Shah Alam? Anyway, according to statistics Section 23 have a substantial number of Hindus residing there. Don't they know Islam is tolerant of other religions? That Islam acknowledges the right of non-Muslims to practice their faith and have their own places of worship? Shane Kent, 32, will be eligible for parole in nine months with time already served. Kent admitted in the Victorian Supreme Court to being part of a terrorist cell and making a film that included a graphic image of a young martyr who had been killed. He underwent military training at al-Farouq camp in Afghanistan in August 2001, just weeks before the September 11 terrorist attacks. On Wednesday Justice Bernard Bongiorno said he could not accept that Kent had renounced his commitment to violent jihad. He said Kent had continued a deliberate association with the terrorist group. The court was told Kent turned to radical Islam after his mother-in-law and wife told him to seek the guidance of a radical sheik. Shane Kent, who has spent three years in custody, was tried in September along with seven members of what police alleged was a terrorist cell plotting to bomb the 100,000 spectators at the 2005 rugby cup final in Melbourne. The seven were found guilty and jailed but the jury failed to reach a verdict on the charges against Kent and a second trial was ordered. Kent, 32, was a follower of Algerian-born Abdul Nacer Benbrika, 48, who told his followers it was 'permissible to kill women, children and the aged' in the cause of jihad. In February Benbrika was sentenced to 15 years for intentionally directing the activities of a terrorist organization. His followers, aged 23-29, were jailed for between four years and seven-and-a-half years. The arrest of Benbrica and the rounding up of his followers came days after Australia updated its terrorism laws so that cases could be brought against those thought to be plotting a terrorist attack who may not have fixed on a specific target. Afghanistan's production of opium, the raw material for heroin, declined by 10% this year, and the amount of land used to cultivate opium fell by 22%, rare good news for drug fighters. US troops and Afghan officials in southern regions say that the insurgency there appears to be increasingly influenced by financial loyalties rather than ideological or jihadist allegiances, as guerrillas move from taxing and extracting protection money from traffickers to smuggling and refining opium themselves. As in Colombia and Myanmar, the UN said, "the drug trade in Afghanistan has gone from being a funding source for insurgency to becoming an end in itself." Abdul Majeed 3 September 2009 Aboobacker Ahmed JEDDAH: Aboobacker Ahmed, general-secretary of the All India Sunni Jami'athul Ulema and Jamia Markazu Ssaquafathi Ssunniyya, strongly condemned the recent attempt to assassinate Prince Muhammad bin Naif, assistant interior minister for security affairs. Aboobacker, who was in the Kingdom to perform Umrah, delivered the condemnation while speaking to journalists in Jeddah after performing Umrah on Tuesday. "Suicide bombings are unacceptable because of two reasons — they kill people unjustly and cause self-destruction, which are strictly forbidden in Islam," said Aboobacker. He added that attacks against the rulers of a country are undoubtedly against the basic tenets of Islam. He also said that Ramadan is the month of love and peace and that the true advocates of Islam should forward a message of peace instead of barbaric attacks. As of 3:30pm Jakarta time, the dead included 21 in Cianjur, about 100 kilometers southeast of the capital, 10 in Garut, nine in Tasikmalaya, nine in Bandung, four in Ciamis, two in Sukabumi and two in Bogor, the agency said on its Website. President Susilo Bambang Yudhoyono arrived in Babakan Caringin village in Cianjur about 2pm on Thursday, according to the Presidential Palace media office. The quake struck off the south coast of Java about 115 kilometers from the city of Tasikmalaya, to the southeast of the Indonesian capital. "Tasikmalaya and neighbouring cities such as Garut and Bandung have large, densely populated towns and villages," Laura Blank, World Vision's media relations manager, said in an e-mailed statement earlier on Thursday. The agency is working with local governments to coordinate relief efforts. Addressing a press conference at the press club here, the federal minister, who is also member of the National Assembly from Khyber Agency, said that it was regrettable that being federal minister and representative of the tribesmen of the agency he was not taken into confidence before launching an operation which was aimed at killing innocent people. He said even the political administration was unaware that who took the decision about the military operation in Bara tehsil. The federal minister said if the government had reservations over the religious organisations of the agency, it should take the elders of the agency and public representatives into confidence before any operation. Afridi asked the government that if the operation was against Lashkar-e-Islam and Ansar-ul-Islam, the two banned militant outfits, why common tribesmen including children, women and elderly people have been targeted and killed. He was of the opinion that most of the tribesmen were ignorant about the curfew rules and that was the reason the security forces killed two innocent people for violating the curfew. The explosion ripped through a crowd in Laghman province just as Abdullah Laghmani, deputy chief of Afghanistan's National Directorate for Security, and other officials were leaving the main mosque in Mehterlam, 100 km east of Kabul. Mr. Laghmani died at the scene. A Taliban spokesman said a suicide bomber on foot targeted Mr. Laghmani, a key figure in Afghanistan's security services. The assassination of such a high-profile member of the Western-backed Afghan security services, which are on the front line of an increasingly deadly Taleban insurgency, shocked the country just weeks after controversial elections. Lutfullah Mashal, governor of Laghman province who escaped injury in the attack, told Reuters the bomber appeared from a shop and blew himself up while officials were getting into cars outside the mosque in the provincial capital Mehtar Lam. He said the 24 dead included two provincial officials as well as Abdullah Laghmani, deputy head of the powerful National Directorate for Security and one of the highest-ranking security officials in President Hamid Karzai's government to be killed. Jigawa state government has conveyed 62 members of the Darul-Islam sacked by the Niger state government to their respective localities within the state. Secretary to the Jigawa state government charged them to live in peace with other members of their communities. The 62 sacked members of Darul-Islam from the state included 30 females and 32 males and were drawn from five local governments namely Gwaram, Birnin-Kudu, Mallam-Madori, Dutse and Birniwa local governments respectively. Addressing the returnee members, secretary to the Jigawa state government, Dr. Aminu Abdullahi, charged the returnees to uphold strictly the teachings of Islam and also live in peace with other members of their respective communities. Taskhiri, the secretary general of 'the World Assembly for Proximity of Islamic Schools of Thought', described proximity among Islamic sects as "finding common grounds and having robust dialogue among such religious sects." "In order to realize the true definition of 'proximity' it is necessary to identify common grounds and extend the scale of such grounds through holding robust and religious dialogue," he underlined. The top religious scholar further stressed the need to develop a mechanism for cooperation among followers of different religions to reach harmony on those common grounds. Members of a project led by former Pakistani Ambassador to the United Kingdom Akbar Ahmed sought to answer this question by travelling across the United States with a research team and film crew. One of the results is the documentary film "Journey into America", which explores the evolution of American identity as seen through the lens of American Muslims. Journey into America premiered July 4 at the annual Islamic Film Festival of the Islamic Society of North America (ISNA) convention. The principal investigator, Ahmed, holds the Ibn Khaldun Chair of Islamic Studies at American University (AU) in Washington, and was supported by a team of his former AU students. The film portrays the experience of Muslim Americans by examining various Muslim communities across America, from big cities in the East to small towns in the Midwest. The film focuses heavily on the voices of ordinary American Muslims and how Muslims fit into contemporary American society. The research team traced the roots of Islam in America back to Sapelo Island, off the coast of Georgia. There they met a descendant of an African slave brought to the country in the 19th century. They also visited the oldest mosque in America in Cedar Rapids, Iowa. The film team conducted interviews with Muslim and non-Muslim students, political and religious leaders, and community members to explore the breadth of socio-cultural perception of the Muslim-American community and the attitudes of that community. The Noor Islamic Cultural Centre in Hilliard says in a media release today that it has become the target of false accusations in a dispute between a Northeast Side teenager, Fathima Rifqa Bary, 17, and her parents. Rifqa ran away from home in July and is fighting in Florida courts to live with a Florida pastor. She has said that she fears for her safety because she converted from Islam to Christianity. Rifqa's Florida attorney has said that the Noor Centre hosted extremist speakers and supported a scholar with ties to the militant group Hamas. The centre denies those allegations. The Noor Centre's release says that "hate groups appear to be using this family matter as an opportunity to attack the Muslim community and Islamic organizations in order to further their religious and political goals." The assault occurred during the Muslim festival of Ramadan as worshippers entered the Epsom and Ewell Islamic Society, situated on Hook Road. The incident, described by police as a racially aggravated assault, took place at about 11.15pm on Sunday evening. Visitors had been attending evening prayers in the build up to Ramadan when several vehicles drove by and hurled eggs as men, woman and children left the mosque. After a tip off from the local community a 20-year-old man, from Epsom, was arrested on Tuesday yesterday and he remains in custody where police said he is helping detectives with their enquiries. Epsom and Ewell Neighbourhood Inspector Ailsa Quinlan said: "We will not tolerate this behaviour and we always treat any form of hate crime as a serious offence. "Following the incident on Sunday evening we increased our police presence at the mosque which enabled us to act quickly and robustly in making this arrest. "I would like to encourage members of the Muslim community who have suffered a hate crime to report it to us." "The contribution of Muslims to the United States are too long to catalogue because Muslims are so interwoven into the fabric of our communities and our country," Obama said at the iftar. The president joined Cabinet secretaries, members of the diplomatic corps and lawmakers to pay tribute to what he called "a great religion and its commitment to justice and progress." Bookworm points out that Barack Obama has on two occasions made rather a large point of supporting the Muslim practice if keeping women covered in hijabs and niqabs. In his famous Cairo speech, he referred to covering positively three times. Last night, at his Ramadan dinner, he returned to the subject. The president cloaks his support for treating women this way in the language of choice. Full beekeeper The right to wear niqabs to school, for instance. But the argument goes far beyond individual choice to the strategy of Hijra, conquest by immigration. One critical step in the process of Islamization of a society is marking the Muslim population apart from the rest of society. Recognizing this, France bans hijabs and niqabs from its schools. Obama wishes to take American society in a direction that France has already discovered is dangerous. In Florida, a Muslim fought for, but lost, the right to be photographed for her driver's license with only her eyes showing. In courts, witnesses have demanded the right to remain covered, so jurors are denied the ability to read facial expressions. So far, America has resisted this stage in the transition to Sharia rule openly advocated by influential Muslim leaders here. "In this discussion, Haniyeh and Ahmadinejad reviewed political developments and recent conspiracies against the al-Aqsa Mosque and exchanged ideas about the dangers for Jewishification of Jerusalem (al-Quds) and the occupation of Palestinians' lands," according to the press office of Palestine's democratically elected government. The press office also said that the Iranian president emphasized the continued support of the people and officials for the Palestinian nation in the Gaza Strip, which remains under a crippling blockade by Israel. For a few hours on Sept. 25, the site where U.S. presidents are traditionally inaugurated will essentially be turned into a giant outdoor mosque. The Jummah service – weekly Friday prayers – will "echo off of the Lincoln Memorial, the Washington Monument and other great edifices that surround Capitol Hill," according to the organizers. They explain that the objective of the gathering is to "invite the Muslim Communities and friends of Islam to express and illustrate the wonderful diversity of Islam. We intend to manifest Islam's majestic spiritual principals [sic] as revealed by Allah to our beloved prophet Mohammed (peace be upon him) of Arabia.
