Xinjiang Communist Party secretary Wang Lequan “pointed out that leaders at all levels must deeply understand that the struggle against the ‘three forces’ is one of life or death”, Thursday’s Xinjiang Daily said, referring to terrorism, separatism and religious extremism, forces China says are threats to its security and unity.

It accused extremists in Xinjiang, more than 3,000 km from Beijing, of seeking a separate state of East Turkestan, but critics charge such threats have been exaggerated by a regime bent on controlling the culture and religion of the minority ethnic Uighurs who populate the region.

“In Xinjiang, the fight against separatist forces is long-term, arduous and complex,” the newspaper quoted Wang as telling a leadership meeting.

Terrorism experts believe that the group is the same as the East Turkestan Islamic Movement, an underground separatist organization in the Xinjiang region of western China, which advocates independence for the area's Muslim Uighur inhabitants. China often warns of the danger posed by the group, though some experts say the government exaggerates the threat as an excuse to suppress dissent against Chinese rule.

Xinjiang police say they have broken up five separatist groups this year and arrested 82 people on suspicion of plotting against the Games, which open in two weeks. Last month, the government executed three people identified as members of the East Turkestan Islamic Movement.

Experts are divided on the veracity of the group's assertions and its ability to make good on its threats.

Li Wei, director of the Centre for Counter-Terrorism Studies at China Institutes of Contemporary International Relations in Beijing, said the group is "not capable of launching different attacks in different cities in China. I think they just wanted to increase their influence and attract more funding by claiming responsibility."

The recent spurt in jihadi activities and rise in infiltration bids can be attributed to two factors. First, Jammu & Kashmir is busy preparing for Assembly election due in November this year. It stands to reason that terrorist and separatist organisations should try to disturb the election process. Defence Minister AK Antony, during his recent visit to the State, has warned that terrorist attacks could increase with the dates of the Assembly election in Jammu & Kashmir drawing nearer. The other factor for the rise of terrorism in the Valley could be the ongoing political instability in Pakistan, where the PPP is in power but not in control. The result is terrorist outfits led by Lashkar-e-Tayyeba, Jaish-e-Mohammed and Harkat-ul Mujahideen continue to operate with impunity -- and at times in connivance with sections of the Pakistani establishment, especially the ISI.
