An Afghan woman incarcerated for three months for leaving her violent husband cannot be released from jail because she doesn’t have a male next of kin to free her.

After completing her sentence in Kandahar Province, southern Afghanistan, Zarghoona* has been told that she cannot return home because no male relative has turned up to guarantee that she’ll not run away again.

‘All my family has abandoned me,’ Zarghoona told Integrated Regional Information Networks (IRIN), a UN news agency, in a phone interview facilitated by an official who preferred anonymity. ‘I am dead for them but they [prison authorities] say they will only release me to a man from my family.’

Married by force to an old and mentally unstable man at the age of 15, she suffered sexual and domestic violence until she decided to escape.

Early marriage is commonplace in the Islamic country in which, according to aid agencies, 43 percent of girls marry before they are 18.

‘I wanted to die but not stay with that brutal man,’ she said, adding that her husband and in-laws were beating her because she could not get pregnant.

There’s no clear guidance in Afghanistan’s penal code, which is based on Islamic Sharia law, on how to deal with women and girls who run away from their homes.

Elopement is a sinful act in the mountainous landlocked country for which the ‘offender’ could face a custodial sentence or other form of punishment.

CBI website hacked by 'Pakistani Cyber Army'

NEW DELHI: In a major embarrassment, the website of premier investigating agency CBI was hacked tonight by programmers identifying themselves as "Pakistani Cyber Army".

The home page of the CBI website had a message from the 'Pakistani Cyber Army' warning the Indian Cyber Army not to attack their websites.

The hackers have made a mockery of the country's cyber security by infiltrating into the CBI website, supposed to be one of the most secure websites. The CBI is connected to the command centre of world police organisation - Interpol - 24x7.

The message from the hackers also spoke about the filtering controls provided by the National Informatics Centre (NIC), a body which mans computer servers across the country.

Intelligence agencies have been often warning the government that proper cyber security was not being ensured in government offices and that no security audit was being carried out.

The Pakistani Cyber Army has also warned that it would carry out "mass defacement" of other websites.

Blast derails India-bound train in Pakistan

KARACHI: A blast on railway tracks near Karachi early Saturday derailed two bogies of the Thar Express, which was travelling from Karachi to Rajasthan in India, Geo TV reported. No casualties were reported.

The train with 155 passengers, including 50 Indians, on board derailed due to the blast triggered by the explosives planted on the up-track near Dhabeji, 67 km from Karachi. No loss of life or injury was reported, sources said.

Pakistan Railways said the service would soon be resumed after the completion of repair work at the track. Traffic on the down track was uninterrupted.

The train set out at 11.55 pm from Karachi and was running late by around one hour due to unknown reasons. It is headed to Bhagat Ki Kothi in Rajasthan.

Rescuers, railways and police officials, who arrived at the incident site, confirmed the blast was aimed at hitting the Thar Express.

A bomb disposal squad has seized parts of the damaged rail track and explosives found from the scene and further investigations were on, police said.

At least 5 killed in fighting in Somalia’s capital

A Somali emergency official says clashes between Islamic fighters and government soldiers have killed at least five people in the chaotic capital.

Mogadishu ambulance service chief Ali Muse says 17 others were wounded Thursday as the opposing sides pounded each other with mortars. He says most of the dead and wounded are civilians.

Also on Thursday, residents of the southern town of Burhakaba said fighting between two Islamist groups entered a second day and left 9 dead and 15 wounded.

Islamic militants have been fighting a three-year insurgency, aimed at toppling the U.N.-backed government that controls only an enclave of Mogadishu.

Somalia has not had an effective government since warlords toppled the last such government in 1991.

Suicide attacks are invented in 20th century - vice mufti of Tatarstan

Such phenomenon as Islam-related suicide terrorism developed as late as the last century, Valiullah Yakupov, Vice Mufti of Tatarstan, said.

"Suicide acts are unheard of in Islam. For centuries, no suicides have been ever committed. This phenomenon appeared in the 20th century. This extreme Islamic movement emerged in the colonial and post-colonial epoch," he said in an interview posted Thursday on Rossiyskaya Gazeta website.

According to Yakupov, the European countries should understand the roots of this development and chose the right policy to repudiate it.

"This is an artificial phenomenon, and this page should be turned over. Suicidal terrorist acts first came up in Palestine. Those were artificially developed methods which should be defeated," he emphasized.

Balochistan shuts to protest killing of five Baloch people

QUETTA: A complete shutter down and wheel jam strike was observed in major parts of Balochistan on Thursday, paralysing the business and trade activities.

The strike call was given by the Baloch National Front (BNF), the Balochistan National Party and the Baloch Students Organisation-Azad to condemn the killing of five Baloch people, including two sons of a BNP leader.

The strike was observed in Awaran, Turbat, Panjgur, Jaffarabad, Khuzdar, Naushki, Kharan, Gwadar, Mand, Tump, Mastung, Kalat, Mashkey, Hub, Pasni, Lasbela, Dalbandin, Chagai, Naseerabad, and other townships where business and trading activities remained standstill. However, no untoward incident took place.

Streets and road wore a deserted look with a very thin traffic. Educational institutions remained closed in the Baloch dominant townships and attendance in the government offices was also very thin. Situation in Turbat remained tense where people confined themselves to their homes.

Iraq calls for swift execution of 39 Al Qaeda suspects

Iraq’s Interior Minister called on Thursday for the death penalty for a group of 39 Al Qaeda-linked suspects even before they have been put on trial for allegedly plotting to bomb targets in Baghdad.

Showing off the handcuffed suspects at a Baghdad Press conference, Interior Minister Jawad al-Bolani told reporters that he is confident the men will be found guilty, citing their alleged confessions, documents and video found at their homes that he said showed their earlier attacks and plans to carry out new ones. He did not say when the men were arrested, but described them as operatives of the Islamic State of Iraq, an Al Qaeda wing, who were based in Iraq’s western Anbar province.

Proposal to ban cattle slaughter – A Muslim viewpoint

Islam is the religion of peace. It encourages the peaceful coexistence among the different ethnic groups while recognizing each other’s identity and characteristics. It is sensitive to other’s sentiments. It respects and recognizes the different cultures.

One of the basic principles and teachings of Islam is tolerance and patience.

It seems that there is misconception among the non Muslims and some Muslims as well that the consumption of meat /beef is a religious obligation in Islam. It is categorically emphasized that consumption of meat is neither obligatory nor even commendable but permissible only. This is termed in Islamic jurisprudence as “Mubah” which do not carry any merit or demerit. It is to be noted here that Islam considers slaughtering cattle as vital commendable act only for four days during the month of “Haj” in a year.I am of the opinion that the imposition of ban on slaughtering cattle is not ultra vires Islam.Therefore, I propose to the Government to impose ban on slaughtering cattle throughout the year and to temporarily lift it for only four (04) days during the month of Haj.

SIT clears Modi of wilfully allowing post-Godhra riots

New Delhi: A Supreme Court-appointed Special Investigation Team (SIT) has cleared Gujarat CM Narendra Modi of the charge that he failed to discharge his constitutional duty to intervene swiftly and stop the communal riots that engulfed the state in 2002.

Sources said the SIT found no substantial incriminating evidence against Narendra Modi who was accused by Zakia Jafri of deliberately letting the rioters run rampage.Jafris husband,former Congress MP Ahsan Jafri,was killed by a mob of rioters whom the police,allegedly,did not stop from attacking the Gulbarg Society complex.

The SC on April 27 last year had asked the SIT headed by former CBI director R K Raghavan to investigate Jafris complaint.Subsequently,the probe team had questioned Modi for hours.

The SIT submitted its status report to the apex court six days ago in a sealed envelope.The contents,given to a bench comprising Justices D K Jain,P Sathasivam and Aftab Alam,were not known.Now TOI learns that the SIT said the investigations into Jafris complaint have been completed and it had found no substantial incriminating evidence against the CM.

Jafris complaint had given details of how riots were allowed to go on in the state with the CM,ministers and bureaucracy abdicating their duty to protect citizens irrespective of caste and religion.

Baghdad Blasts Wound 12, Including 5 Policemen

Five policemen were among a dozen people wounded on Thursday in separate rush-hour bombings in Baghdad, authorities said, in a reminder of continuing violence in Iraq.

Officials said all three blasts were caused by roadside bombs, and two appeared to target police patrols. Iraqi security forces have faced heightened threats across the country as US troops prepare to leave.

The first explosion came at 7.30 am local time and targeted a police patrol in the Sunni Muslim neighbourhood of Ghazaliyah in the capital's west. Officials say three policemen and two passers-by were wounded. A medic at Yarmouk Hospital confirmed the casualties.

Fifteen minutes later, the second bomb stuck near a bus station in central Baghdad. Hospital and police officials said four bystanders were hurt.

And in the southeastern Baghdad suburb of Jisr Diyala, a Shia area, another police patrol hit a roadside bomb, which wounded two officers and a passer-by and wrecked the police car. A medic from Zafaraniyah hospital confirmed the casualties.

All officials spoke on condition of anonymity because they were not authorised to talk to the media. Violence has dropped dramatically in Iraq but bombings and shootings still occur almost every day.

Women police stations ought to be activated in Karachi

KARACHI: There is urgent need to activate women police stations in the city to help women report crimes committed against them.

The fact was highlighted on Thursday during a two-day workshop organised by the War Against Rape (WAR) for Karachi city police under its rape survivors support programme (RSSP).

More than 20 women cops and 15 policemen, from the rank of constables to inspectors, participated in the event, held separately for the two.

Addressing the concluding ceremony that was held jointly, the participants urged the authorities to review the current arrangement under which women cops rarely had an opportunity to make direct interaction with the masses.

Though many of us have more than 20 years of service in the police yet we have not been provided an opportunity to directly serve the masses, said one lady inspector.

The participants were unanimous that the police in general needed to undergo capacity building sessions at regular interval to handle crimes and criminals who were getting sophisticated equipment with every passing day.

Thai police link Pakistanis’ arrests to terror cell

BANGKOK – Two Pakistanis and a Thai woman arrested on suspicion of making fake passports for al Qaeda linked groups were part of criminal networks tied to “many terrorist attacks”, Thai police said Thursday.

The arrests in Thailand formed part of an international operation to stamp out a huge cell that has been linked to the 2008 attacks in Mumbai and the Madrid train bombings in 2004.

Pakistanis Muhammad Athar Butt, 39, and Zeeshan Ehsan Butt, 29, and Thai national Sirikanlaya Kijbumrung, 25, were arrested in Thailand on Tuesday as they attempted to flee into Laos.

“They are suspected of being part of a transnational criminal group, linked with terrorist organisation Lashkar-e-Taiba and involved with many terrorist attacks in Spain and European Union countries,” a statement by Thai police said.

Troops kill former official, Karzai orders probe

2 December 2010 KABUL - Afghan President Hamid Karzai on Thursday ordered an investigation into the killing by foreign troops of a former district governor in southern Helmand province, his office said in a statement.

The NATO-led International Security Assistance Force (ISAF) said the man was killed during a joint operation by foreign and Afghan forces after he brandished a grenade, but they were looking into the circumstances surrounding his death.

Helmand produces most of Afghanistan’s opium and is a bastion of the insurgency, despite a major operation to take back the key town of Marjah earlier this year.

Helmand Governor Gulab Mangal and security officials will lead the Afghan investigation into the killing, Karzai’s office said, adding preliminary checks showed the dead man was innocent.

US names three Pakistanis for supporting attacks

WASHINGTON: The US Treasury Department on Thursday named three Pakistanis that it said were acting on behalf of terrorist organizations and banned Americans from any dealings with them.

Treasury said Amanullah Afridi and Mati ur-Rehman were supporters of Lashkar-e Jhangvi (LJ), and said Abdul Rauf Azhar was acting on behalf of Jaish-e Mohammed (JEM).

Treasury described LJ and JEM as “Pakistan-based terrorist organizations.” It said LJ was responsible for the 2002 kidnapping and murder of US journalist Daniel Pearl among other acts and said JEM has conducted attacks in India and Afghanistan.

In addition to banning Americans from dealing with the three, Treasury said that any assets they have that fall under US jurisdiction will be frozen.

“All three of today’s targets are actively involved in leading or planning operations on behalf of these dangerous terrorist organizations,” said Stuart Levey, Treasury’s under secretary for terrorism and financial intelligence.

US alarmed at ‘corrupt, paranoid’ Afghans: leaks

WASHINGTON: The United States is exasperated at the pervasiveness of corruption in Afghanistan and President Hamid Karzai’s “paranoid” view of the world, leaked cables said Thursday.

The latest batch of US diplomatic correspondence obtained by the WikiLeaks website also said that the United States worried about Iran’s involvement in Afghanistan, including accounts Tehran is supporting Taliban insurgents.

One secret US cable said that more than 190 million dollars left Kabul’s airport for Dubai between July and September, the time of Karzai’s re-election that triggered an international outcry over allegations of fraud.

While much of the cash may come from Afghans worried about stability, one cable said that Ahmad Zia Massoud — a first vice president until last year and brother of slain anti-Taliban commander Ahmad Shah Massoud — was caught entering the United Arab Emirates carrying 52 million dollars.

Ex-Pakistan president doubts Kargil role or Balochistan remarks behind denial of visa

"I DON'T plan to come to India ever again," says Pervez Musharraf.

The former Pakistan President and Army chief, who was denied a visa by the Indian government, says he doesn't believe it was because New Delhi believed he was the main person behind Kargil. He also asks why he was reassured time and again that he would get a visa before the denial came.

"I have no words to explain my disappointment," Musharraf told The Indian Express over the phone, from his home in Dubai. "Meri ummeedon pe paani fer diya aapki government nay (Your government has dashed my hopes)... I think it shows a lack of confidence on the part of India to face me."

Pointing out that he had met both former prime minister Atal Bihari Vajpayee and Manmohan Singh after Kargil, the former General said he didn't believe his role in the war prompted the move.

Pak court rejects petition seeking ban on WikiLeaks

LAHORE: A Pakistani court on Friday rejected a petition seeking a ban on WikiLeaks for releasing thousands of secret US diplomatic cables, with the judge saying the people must know the facts.

Justice Azmat Saeed of the Lahore High Court rejected the petition that was filed on Thursday by lawyer Arif Gondal and said the people should not be kept in dark about such matters in the 21st century.

In his application, Gondal had claimed that WikiLeaks' revelations were made deliberately to create differences among Muslim countries and to cause anarchy in Pakistan.

He also claimed WikiLeaks was defaming the country and its rulers.

However, the judge observed that there was no harm in exposing the actions of a few people in the corridors of power.

"We should have the courage to face the criticism," he remarked.

Saeed said Pakistan cannot be isolated in the world by imposing a ban on the whistle-blowing website.

Army chief denies India having a ‘ Cold Start’ doctrine

ARMY chief General V. K. Singh said on Thursday India has no ‘ Cold Start’ doctrine as claimed in the secret American documents and dismissed the US perception about the Indian Army being slow and lumbering.

“ There is nothing called ‘ Cold Start’ ( doctrine) in the Indian Army,” he said reacting to the WikiLeak documents, in which US Ambassador Timothy Roemer analyses India’s military approach towards Pakistan in the wake of 26/ 11 attacks.

He also dismissed Roemer’s description of the Indian Army’s mobilisation process as “ slow and lumbering”, saying “ that is his perception with which I do not agree”. “ We don’t necessarily agree with that perception. We know what has to be done,” Singh added.

Malaika’s sexy ‘ Munni’ leaves real Munnis in Pak redfaced

MUNNI, a mother of two, has been unable to open her little shop in the eastern city of Lahore since Munni badnaam hui from the Bollywood film Dabangg became a huge hit in Pakistan.

The story is much the same for other ‘ Munnis’ in Pakistan who wish the song had never been written.

First it was the boys in the neighbourhood, and then the men got wind of the popular song from Salman Khan’s film. And they would all come to Munni’s store and sing Munni badnaam hui darling tere liye and embarrass her.

While the song, believed to be a copy of the Pakistani song Ladka badnaam hua tere liye from a 1992 film starring Omar Sharif, has done wonders for Malaika Arora Khan ( in picture), the Munni in the song, the Munnis in real life want to wish it away.

Every now and then someone would come to my store and sing Munni badnaam hui in front of my customers.

First I didn’t pay much attention and tried to ignore it, but then it became a routine and I started getting irritated,” Munni, the store owner, told The Express Tribune newspaper.

“... I scolded many of them, but they would just laugh and walk away. Finally, I couldn’t take this behaviour anymore and closed my shop for several days.

Now its been two months and either I don’t open my store or if I do open, then I don’t sit at the counter myself,” she said.

The story has been much the same for Shahida Munni, a school principal in Lahore. Shahida is having a nightmarish time in school with students breaking into the song when they see her.

“... I am always scared that someone will start singing the song. And most of the time, boys do sing the song loudly or play it on the stereo,” she said.

Suicide risk of young women rises after military service

A recent research study in the US has found that young women who have served in the military face a suicide risk triple that of non-veterans, The Oregonian reports.

Dr. Bentson McFarland of Oregon Health & Science University, Nathalie Huguet of PSU and Mark Kaplan of Portland State University, published the study on Wednesday in the journal Psychiatric Services.

Among veterans age 18 to 34, the suicide rate was 1 in 7,465, compared with 1 in 22,763 among non-veterans.

Suicide rates were 78 percent higher among female veterans age 35 to 44, and 58 percent higher among those age 45 to 64.

Moreover, women in the military face the additional threat of sexual violence. Alarmingly, a study of 21,800 women veterans who served in Iraq found that 15 percent experienced sexual assault or harassment while in the service.

Reversing the epidemic won’t be easy. The researchers still don’t know enough about what makes veterans more vulnerable and the majority of existing research on the issue has focused on men.

Kazakhstan wants OSCE to put religious tolerance on its agenda

Kazakh President Nursultan Nazarbayev proposed that the Organization for Security and Co-operation in Europe (OSCE) add religious tolerance to its key values usually referred to as the three "dimensions" - politico-military, economic and environmental, and human.

"We propose that religious tolerance be made a separate dimension. Today we need an honest, open inter-religious dialogue," Nazarbayev said at the OSCE summit in Astana, capital of Kazakhstan, the country holding this year's chairmanship of the organization.

He suggested that the OSCE use a planned congress of leaders of global and traditional religious communities in Astana as the floor for discussions on the religious tolerance issue.

"It is our trust that Christianity, Islam, Judaism and Buddhism have descended to us in order to create peace and not hostility," he said.

Pastor says judge overturning OK's vote on Sharia Law is travesty

KLAHOMA CITY -- There's yet another twist in the legal fight over State Question 755. That question would ban Sharia law or Muslim law from being used to decide court cases in Oklahoma.

Earlier this week, a federal judge issued a temporary injunction preventing the constitutional amendment from taking effect.

Now, the state attorney general's office is asking a court of appeals to overturn that decision.

"The judge is legislating from the bench, prohibiting citizens of Oklahoma from instituting a law we voted on," said pastor Tom Vineyard.

Vineyard put up a sign in front of his church criticizing federal judge Vicki Miles LeGrange.

Vineyard thinks the judge overstepped her authority putting the injunction in place.

"This state question is clearly unconstitutional and clearly a violation of our rights," said Muneer Awad.

Awad filed the lawsuit against 755; he fully expects incoming Republican attorney general Scott Pruitt to continue the legal battle.

"No matter who comes into the attorney general's office, we still have the courts to uphold the law and defend the constitution," said Awad.

No one with attorney general Drew Edmondson's office returned our calls for comment.

Don't be so cavalier about Sharia Law

In his colunm, "Sharia Law phobia is fear mongering," Charles Haynes specifically ignores its fundamental tenets. Among them are the following: homosexuals and lesbians must be executed; men may beat their non-compliant wives; the penalty for adultery is death by stoning; conversion from Islam to another religion is punishable by death. These precepts and many more can be found in the authoritative text — The Classic Manual of Islamic Sacred Law."

Haynes acknowledges that Sharia Law is now practiced in parts of England. It came frightfully close to being recognized in New Jersey, when a trial judge in a domestic violence case ruled that although a Muslim husband raped his wife, he was not guilty as charged because of his religious beliefs. This holding was overruled on appeal.

Being politically correct towards other cultures is admirable, but one should not

underestimate the dangers posed by formal beliefs that are fundamentally at odds with our own traditions and sense of decency.

US believed ex-British PM Brown was 'abysmal': WikiLeaks

LONDON: US officials believed former British prime minister Gordon Brown had an "abysmal track record" and lurched "from political disaster to disaster," US documents revealed by WikiLeaks showed.

Britain's Guardian newspaper today published leaked cables sent from the US embassy in London in which US officials dismissed the British leader's attempts to guide his "rudderless" Labour party after Tony Blair stepped down in 2007.

A cable sent by then US ambassador Robert Tuttle on July 31, 2008, speculated on the possibility that Brown could be ousted as leader of his party.

"As Gordon Brown lurches from political disaster to disaster, Westminster (the home of Britain's parliament) is abuzz with speculation about whether he will be replaced," the memo began.

The cable concluded that because of "Brown's abysmal track record," Labour lawmakers seriously considered staging a coup.

Disgraced nuclear scientist A Q Khan allowed to attend public functions

ISLAMABAD: Disgraced nuclear scientist A Q Khan has been allowed by Pakistani authorities to attend public functions after being kept in "protective custody" for the past six years following his acknowledgment that he ran a clandestine proliferation network.

Khan attended the convocation of a private university yesterday and was seen sitting on the dais alongside Education Minister Aseff Ahmed Ali.

Restrictions on Khan's movements were lifted by the Lahore High Court recently.

In recent weeks, he has been seen shopping in Kohsar Market.

However, he continues to be shadowed by security personnel who also maintain a watch on his residence in the heart of Islamabad.

"The court allowed me to move freely but due to old age and bad health, I spend most of the time at home," Khan told the media during yesterday's convocation.

He said the security personnel deployed at his residence did not allow most people to meet him.

Huge forest fire kills 40 in northern Israel: Officials

JERUSALEM: At least 40 people, including prison guards and firemen were killed on Thursday in Israel as fire raged through a forest in its northern city of Haifa where a bus with 50 prisoners was trapped in the inferno after overturning.

"Huge brushfire was raging across the Carmel Mountains near Haifa on Thursday afternoon, causing dozens of casualties, among them prison guards and firemen," the Haaretz newspaper said in its report.

Police are evacuating thousands of people, including hundreds of prison inmates.

There were reports that a bus carrying 50 prisoners was trapped in the inferno after overturning. Scores of people have been injured, the ambulance service said.

Ex- US envoy wanted ban on JuD delayed

FORMER US ambassador to Pakistan Ryan C. Crocker wanted to delay the designation of the Jamaatud- Dawa ( JuD) as a terror outfit.

This was revealed in a new batch of diplomatic cables made public by WikiLeaks on Wednesday night.

In the cable dated March 7, 2006, the US ambassador requested Washington to delay designation of the JuD — a cover for militant extremist outfit Lashkar- e- Tayyeba ( LeT) — as a terrorist entity until US troops left northwestern Pakistan.

US troops were flying aid to villagers affected by the 2005 earthquake in NWFP at the time and Crocker feared they could be targeted in the backlash if the JuD was branded a terror outfit.

“After reviewing the domestic terrorism finance designation of the JuD as an alterego of current terrorism finance designee LeT, Ambassador requests a two-week delay in pre-notification, presentation to the UN 1267 Committee and in the domestic designation,” the cable reads.

It adds: “In order not to increase the risk to our military personnel as they conclude their successful mission to Pakistan, post recommends that no action on the JuD designation be taken until all operations have concluded and DAC (Disaster Assistance Center) personnel are in Islamabad.”

‘Forget fixing I’ve not seen a cricket match’

BOLLYWOOD actress Neetu Chandra, who was embroiled in a match- fixing controversy, said on Thursday that she is not a cricket fan.

The actress, who is in Goa to attend the closing of the 41st edition of International Film Festival ( IFFI), said she has not seen any cricket match in her lifetime.

“ I haven’t watched a single cricket match throughout my life. I am not a cricket lover,” she told media persons.

“ I am a basketball player,” Chandra added, denying her links with Pakistani bowler Mohammad Asif, who is at the centre of a ‘ spot- fixing’ scandal that had rocked the cricket world, two months back.

Chandra’s alleged involvement in the match fixing had come out when Interpol and the Scotland Yard handed over mobile details of Pakistani player Mohammad Asif to the Pakistan Cricket Board.

US idea of no-aggression pact with India was nixed by Pak

Washington: Pakistan rejected a US suggestion to sign a non-aggression pact with India,arguing that its public would not support the idea unless Washington treated the two countries on an equal footing and New Delhi reduced its footprint in Afghanistan.

The US proposal was mooted by Senator John Kerry in exchanges with Pakistans Prime Minister Yousaf Raza Gilani in February this year,according to a cable sent to the US state department by the American ambassador to Pakistan Anne Patterson which forms part of the controversial WikiLeaks cabledump.Kerry,who chairs the powerful Senate Foreign Relations Committee,also pressed Pakistan to present the Indian government with its plan to tackle terrorism,saying this would be a clear confidence builder that would make India more willing to move forward in talks about Kashmir and water disputes.

He (Kerry) emphasized that India,Pakistan and the United States futures depended on their governments willingness to challenge old suspicions and work together,and suggested that Pakistan and India sign a nonaggression pact.Kerry said that the US and other countries of goodwill would be prepared to help in any way possible, the cable records.

Kasab prosecutor to speak before UNSC

Days after the second anniversary of 26/11, the Mumbai attack is likely to become a subject of discussion at the United Nations Security Council's first ever International Conference for Bringing Terrorists to Justice, to which India has sent as its delegate Ujjwal Nikam, the special prosecutor who has secured the death sentence for Ajmal Kasab. The conference will also give India an opportunity to highlight its problems, especially since the conspirators behind Mumbai terrorist attacks were based in Pakistan. Even if the Kasab trial is not directly discussed, Nikam said in New York, “Impliedly we may focus on it and the problems we faced.“

Representatives from 23 countries, including the United States and Pakistan, are attending the conference. The threeday event, which began on December 1, is hosted by the UNSC's counterterrorism committee.

BrahMos capability in mountain warfare tested

CHENNAI: India's supersonic cruise missile, BrahMos, was successfully flight-tested on Thursday from the Integrated Test Range (ITR) at Chandipur, Orissa. The Army executed the launch from its mobile launcher at the ITR at 10.55 a.m.

The mission highlight was the missile performing tricky manoeuvres, rolls and a vertical dive towards the targeted area in the Bay of Bengal even as it flew at a velocity of 2.8 times the speed of sound. It was the missile's Block III version, boasting advanced guidance and upgraded software, that was tested. The flight established the missile's precision strike capability in mountain warfare.

Three Pakistani boats with 21 fishermen seized

AHMEDABAD: The Coast Guard on Thursday seized three Pakistani boats with 21 fishermen when the vessels intruded into Indian territorial waters in the Gulf of Kutch, off the Gujarat coast.

The fishermen have been handed over to the marine police in Okha, Jamnagar district, police said. Seven Pakistani fishermen had been handed over to the police in Jakhau, Kutch district, when another boat was seized in the same area last week.

Obama names counter-terrorism man to prevent new leaks

Washington : Stung by WikiLeaks' publication of classified US diplomatic cables, President Barack Obama has roped in a veteran counter-terrorism official to oversee efforts to plug the gaping security gaps.

Russell Travers, deputy director of the National Counter-Terrorism Center since 2003 and spent the rest of his 30-plus-year career working for such intelligence agencies as the CIA and the Defense Intelligence Agency.

In the new position as senior adviser for information access and security policy, Travers' tasks will include advising the president's national security staff of recommendations, actions and other measures related to WikiLeaks' ability to obtain government documents.

He is also to study how such information is handled at high levels and develop options for any technological or policy changes necessary to prevent further leaks.

Additionally, the President's Intelligence Advisory Board has been directed to parse the administration's processes for dealing with classified information, with an eye toward its effectiveness at protecting such information while balancing the need to share information with the need to secure it.

Washington : Powerful US Senator John Kerry asked Yusuf Raza Gilani to present before India Pakistan's plan of action for fighting terrorism if it was "really serious" in resuming Indo-Pak dialogue, but the Premier expressed concern that the public would not support the idea.

Details of the meeting between Kerry, Chairman of the US Senate Foreign Relations Committee, and Gilani on February 16 have been communicated in a confidential cable from the US embassy in Islamabad, which was leaked by WikiLeaks.

During the meeting, Kerry said that in light of the February 13 bombings in Pune, politicians in India were focused on counter-terrorism.

"And as such he suggested that Pakistan present the Indian government with its plan to tackle terrorism," the cable said.

Kerry told Gilani that this would be a clear "confidence builder" that would make India more willing to move forward in talks about Kashmir and water disputes.

He emphasised that the future of India, Pakistan and the US depended on their governments' willingness to "challenge old suspicions" and work together and suggested that Pakistan and India sign a non-aggression pact.

Russia under Putin a 'corrupt, mafia state': WikiLeaks

London : Russia is a corrupt, autocratic kleptocracy centred on the leadership of Prime Minister Vladimir Putin, in which officials and organized crime are bound together to create a “virtual mafia state”, according to classified US diplomatic cables released by whistleblower website Wikileaks.

According to the Guardian, the cables paint a bleak picture of a political system in which bribery alone totals an estimated 300 billion dollars a year.

The principal allegations stem from a Spanish prosecutor, Jose Gonzalez, who has spent more than a decade trying to unravel the activities of Russian organized crime in Spain.

In a startling briefing for US officials in January, Gonzalez said that Russia was a “virtual mafia state” in which “one cannot differentiate between the activities of the government and OC (organized crime) groups”.

Kasab did not land in Mumbai in dinghy, his lawyers argue

Mumbai : Pakistani gunman Ajmal Kasab on Thursday disputed the prosecution story that he along with nine terrorists came in a dinghy to Badhwar Park in south Mumbai coast on the night of the 26/11 attacks, saying evidence was concocted to frame him in the case.

The dinghy produced in the trial court was so small that it could not have accommodated 10 people and their baggage, his lawyer Amin Solkar told the Bombay High Court which is hearing confirmation of Kasab's death sentence.

Solkar urged the court to call for the dinghy so that the judges could inspect and get a feel of its capacity.

The prosecution said it would not be possible for them to bring the dinghy to the court and that the judges can visit the trial court at Arthur Road jail where it was kept.

Justices Ranjana Desai and R V More would pass appropriate orders on this later.

Solkar and Farhana Shah, appointed by court to defend Kasab, argued that articles seized from the dinghy, such as eight life jackets, T-shirts, trousers and caps, were not sent for DNA tests. If DNA tests were done, it could have been clinching evidence to indicate Kasab's presence in the boat.

Where is Wikileaks founder Assange?

Where is Julian Paul Assange, the founder of WikiLeaks that has taken the political world by storm? British police say they know he was in the country till November 18, 10 days before the release of the latest documents, but cannot say where he is now.

Assange's website has leaked a series of confidential US intelligence and diplomatic reports this year, including the disclosure earlier this week of hundreds of classified State Department cables showing unflattering remarks by top American politicians, including secretary of State Hillary Clinton, about various countries including India.

WikiLeak's planned release of 2,51,287 documents, of which 291 are currently available, has been condemned by several world leaders, with Clinton calling it ‘an attack on the international community’.

On Wednesday, Interpol had put an alert for him as he was being sought by Swedish prosecutors for questioning on no, not WikiLeaks, but alleged sex crimes.

Missing Indian millionaire murdered in Malaysia

An Indian millionaire, who was missing since his arrival in Malaysia in January, has now been declared by the police here as having been murdered. The Kuala Langat district police, in a letter to the lawyer of Allal Kanthan Muthuraja's wife Usharani, declared that the Indian national had been murdered.

Thirty five-year-old Muthuraja went missing after coming to Malaysia on January 18 to meet the two lawyer brothers implicated in the murders of cosmetics millionaire Sosilawati Lawiya and her three associates. According to the district police chief, they had not found any physical evidence that the victim was at Ladang Gadong in Banting, where earlier reports had said that he could have been murdered. The police was still waiting for DNA results from the chemistry department. Muthuraja's wife is to return to Malaysia from Tamil Nadu to file a civil suit against N Pathmanabhan, 41, one of the main suspects in the murder of her husband.

Pak court sends married pupil back to school

A Pakistani court on Thursday ordered a married pupil back to school, saying that tying the knot was no grounds for expulsion despite teachers’ fears of gossip.

Ghairat Khan, a seventh standard with a beard, was thrown out of an elite English-language school in the northwestern city of Peshawar seven months ago because teachers believed marital relations were inappropriate playground talk.

“The court reinstated Ghairat Khan and he will rejoin school on Friday. The board of directors at the school has been ordered to submit an explanation by December 15,” court official Musaddiq Hussain Gilani told AFP.

WikiLeaks: Shahbaz Sharif Tipped Off LeT After 26/11

Pakistan Opposition leader Nawaz Sharif's brother and Punjab chief minister Shahbaz Sharif "tipped-off" the Lashkar-e-Tayyaba (LeT) about impending UN sanctions after the terror group attacked Mumbai in November 2008, reveals a US cable exposed by WikiLeaks.

The tip-off helped the outfit to clean out its bank accounts before they could be raided. The Guardian reported that six weeks after LeT gunmen killed 166 people in the Mumbai carnage, Pakistan President Asif Ali Zardari told the US of his "frustration" that Shahbaz Sharif's government in Punjab province helped the terror group evade UN sanctions.

A month earlier, Shahbaz Sharif "tipped off" the Jamaat-ud-Dawa (JuD), LeT's charity wing, "resulting in almost empty bank accounts", Mr Zardari told US ambassador to Islamabad, Anne Patterson.

US diplomats weren't able to confirm the allegation, but they admitted that JuD did appear to have received a warning from somewhere. The cable in January 2009 said: "Information from the ministry of the interior does indicate that bank accounts contained surprisingly small amounts."

The enthusiasm of the participants, mostly young Saudis, was evident as the hall was packed well before the event started. They interacted with the speakers who came to share their experiences in innovation.

In all, 20 young innovators from various industries were chosen to share the experiences with a 1,000-strong audience.

Muhannad Abu Diya, who was the first to speak, recounted how he faced challenges while going through his journey in innovation, most notably because he is blind and walks with the help of a stick.

IAEA turns up heat on Syria, Iran

VIENNA: The UN nuclear agency chief said on Thursday he had formally urged Syria to provide his inspectors with speedy access to the remains of a suspected nuclear site, signaling growing frustration over the issue.

For more than two years Syria has blocked International Atomic Energy Agency (IAEA) access to the remains of a desert site that US intelligence reports say was a nascent North Korean-designed nuclear reactor intended to produce bomb fuel.

The site, known as either Al-Kibar or Dair Alzour, was bombed to rubble by Israel in 2007. Syria, an ally of Iran, denies ever having an atom bomb program.

In a report last month Yukiya Amano, the IAEA director general, said Syria was not allowing UN nuclear inspectors to visit numerous suspect sites, and had provided scant or inconsistent information about its atomic activities.

Clinton: We will consider keeping Kyrgyzstan base

BISHKEK, Kyrgyzstan: The United States will reconsider its military presence in the Central Asian nation of Kyrgyzstan once it winds down its combat mission in Afghanistan in 2014, US Secretary of State Hillary Rodham Clinton said Thursday.

She offered no indication whether the Obama administration hopes to maintain a presence at the Manas air base, which plays a central role in moving troops and supplies to support the war effort in Afghanistan. Russia has objected to having the US military set up so close to its borders.

Speaking to students and civic leaders in a Kyrgyz TV interview, Clinton noted that the US and its NATO partners agreed last month in Lisbon, Portugal, to begin turning over control to local Afghan authorities in 2011, with a goal of completing that transition by the end of 2014. “Then we will look to see if there is any continuing mission” for US troops at Manas, she said.

Two accused in Gojra tragedy granted bail

LAHORE: The Lahore High Court (LHC) on Thursday granted concession of bail to two accused, Maulvi Nisar and Faisal Iqbal, involved in the Gojra tragedy.

The Gojra Christians were allegedly attacked by a mob on August 1, 2009, on the accusation of blasphemy, setting on fire more than 60 houses. Several Christians were killed in the attack. The counsel for the accused claimed that the two applicants had no role in any incident of Gojra clashes between Muslim and Christian communities.

Pakistani wants apology from Chile for detention

SANTIAGO: A young Pakistani man who was detained at the US Embassy and investigated in a terror probe said Thursday that he expects an apology from Chilean authorities for the time he was held and interrogated. He also plans to marry his Chilean girlfriend and stay in the country.

Muhammad Saif Ur Khan, 28, spoke with Chilean news media as he and his fiancee, Lorena Cotroneo, went to city hall to start the paperwork required for their marriage.

They made the journey a day after prosecutor Alejandro Pena informed a court that he would not pursue charges against Khan due to a lack of evidence. The court is scheduled to hold a hearing on Monday to formally clear him.
