Turkey asks India to shut institutions run by Islamic scholar Fethullah Gulen

Even as Turkish investigations into the failed coup attempt point fingers towards the Pennsylvania-based Islamic scholar Fethullah Gulen , demands for his extradition as well clamping down his activities worldwide will soon put India into a dilemma. While narrating sequence of events of Friday night, Turkish Ambassador in India Dr. Burak Akcapar confirmed that his country has asked India to shut down activities and also institutions run by Gulen’s organisation.
“They have a presence in various Indian cities. We expect Indian government to curb their activities. We think, they have no place. We had consultations with Indian government and will now follow up. We have passed all information to the Ministry of External Affairs,” said the Ambassador.
The cleric Gulen is better known as a spiritual leader who is behind many schools and colleges and coaching centres for various professional courses. Delhi and Hyderabad have the maximum number of schools, with some such institutions and coaching centres located in small towns in the north as well. The preacher and his movement have a presence in over 100 countries.
Turkey's president, Recep Tayyip Erdogan, has also squarely blamed Gulen, who is in self-imposed exile in United States since 1999. Like al over world, Gulen’s Hizmet movement is involved in interfaith dialogue in India as well. The Delhi-based think-tank Indialogue Foundation, which draws inspiration from Gulen organisers annual Gandhi Jayanti Seminar and has been partnering government in various cultural and academic events. The spokesperson of the organisation rejected Turkish allegations, saying that Erdogan blames almost all oppositional development in Turkey on Hizmet as a pretext to purge state and civil society. “It is especially insulting to be accused of having any link to such an attempt. Both Fethullah Gulen’s teachings and the Hizmet participants’ works around the world on dialogue, democratic engagement, active citizenship and social cohesion is the embodiment of this commitment,” said the spokesman.
Gulen was an ally of Turkish President before 2013. The alliance was destroyed after the 2013 corruption investigations in Turkey. Erdogan accused Gulen of being behind the corruption investigations. Currently, he is on Turkey's most-wanted-terrorist list. He is accused of leading what the current Turkish officials call the Gulenist Terror Organisation (FETO). Western countries, who have investigated Gulen have absolved him of any terrorist connection.
Erdogan has demands that the United States extradite Gulen and not differentiate between terrorists. But the US insists Turkey first provide evidence of Gulen's complicity in the takeover attempt, creating renewed tensions between the two NATO allies.

Malaysia Has Blocked IS-linked Al Fatihin Website: Police Chief

Malaysian authorities have blocked a website that disseminated an electronic newspaper published by the Southeast Asian wing of the extremist group Islamic State (IS), Malaysia’s police chief told BenarNews on Tuesday.
The Malaysian Communications and Multimedia Commission (MCMC), which regulates internet inside the country, has blocked alfatihin.com, the website associated with the e-publication by the same name, Police Inspector-General Khalid Abu Bakar confirmed.
“Yes, we did request the MCMC to block it and it has since not been accessible here. We will continue to monitor it,” Khalid said.
Meanwhile, officials in neighboring Indonesia suggested that the creators of the IS-backed website may have been blocked it themselves. The site, seen by BenarNews earlier, is also inaccessible in Thailand, which has a large Muslim population concentrated in its insurgency-wracked Deep South region, and other countries including the United States.
In Malaysia last week, Communications and Multimedia Minister Salleh Said Keruak announced that the MCMC had blocked 11 websites and 22 URLs allegedly involved in propagating the ideology of IS in the Malay language – variations of which are spoken in Malaysia, Indonesia, southern Thailand, Brunei and the southern Philippines.
The commission also called on the public to report any websites that promote IS or help spread its propaganda, and has set up a hotline so people can tip off authorities to such sites.
“It is hoped that continuous monitoring and action by MCMC and other agencies will contain the spread of the ideology by this terrorist organization through social media,” state-run news agency Bernama quoted the minister as saying.
According to reports, the 20-page electronic newspaper version of Al Fatihin was published on June 20 by Katibah Nusantara, IS’s Southeast Asian wing that has a combat unit in Syria and Iraq made up exclusively of Malaysian, Indonesians and other Malay-speaking fighters.
“This is part of the IS strategy and propaganda to suggest to the world that they have a strong support in southeast Asia region, where there are significant populations of Muslims such as in Indonesia, Malaysia, Singapore and Brunei,” Zaini Othman, who directs the Center for Strategic and Security Studies at Universiti Malaysia Sabah, told BenarNews.
‘The conquerors’
In Indonesia, computer users can no longer access the Al Fatihin website, but users there and in other countries can access a PDF version of the newspaper via the Internet Archive website – through which BenarNews obtained a copy.
“We didn't block the website. If it is inaccessible now, it could be that they [the owner] blocked it themselves,” Ismail Cawidu, a spokesman for the Indonesian Ministry of Information and Communication Technology, told BenarNews on Tuesday.
“Al Fatihin” is Arabic for “The conquerors.”
The Malay-language tagline beneath the banner (pictured) describes the publication as a newspaper for Malay speakers who have migrated to IS’s self-proclaimed state in territory that the group controls in Syria and Iraq.
The first edition of the newspaper featured articles including a report praising the deaths of scores of Philippine soldiers who were killed during a military operation targeting an IS-linked group in the southern Philippines – a hotbed of Islamic militant activity – and a report about a battalion of the local Abu Sayyaf Group that pledged allegiance IS.
‘IS is losing ground’: analyst
According to security experts in the region, Islamic State is trying to increase its reach in Southeast Asia through the dissemination of the newspaper and other propaganda materials, and is targeting Muslim readers in Indonesia, Malaysia, Brunei, Singapore and southern Thailand.
“IS is losing ground and manpower [in the Middle East]. It needs more public attention for new recruits, and it needs to consolidate support from terrorist groups to conduct attacks in their name, which in turn drives their propaganda,” Muhammad Haziq Jani, a research analyst with the International Centre for Political Violence and Terrorism Research in Singapore, who recently co-authored an academic paper on the publication of IS’s first Malay-language newspaper, told BenarNews.
S. Sundramoorthy, an assistant professor in criminology at University Science of Malaysia, agreed that the newspaper was a new recruiting tool for IS, which has aggressively reached out to potential recruits in Southeast Asia via social media.
“The goal remains the same – to recruit supporters in the region and … rural folks in Southeast Asia who lack [access to information technology],” Sundramoorthy told BenarNews.
“They have adopted strategies commonly used by business entities to promote their products or services through all possible tools, including the print media, to promote their ideology,” he added.

TEHRAN (FNA)- Lawmakers in Baghdad called on the government to lodge a complaint with the International Court of Justice in the Hague against Saudi Arabia and a number of other states which nurture and send terrorists to Iraq to join the militant groups.
Member of the Iraqi parliament's Foreign Relations Committee Abdol Razzaq Heidari told FNA on Wednesday that some political figures in certain countries should be blamed for dispatching terrorists to Iraq and Syria and for supplying them with weapons and equipment.
Some people under the auspicies and supervision of certain Islamic countries, specially some political figures, who have Takfiri or Wahhabi thoughts are sent to ideological and training centers in Syria and Iraq to fight for the terrorist groups, he said.
Also, another Iraqi legislator, Alia Nassif, told FNA today that "the Iraqi government should identify all Arab and non-Arab terrorists and file a lawsuit against the governments of the countries of their origin at the international courts like the Hague".
Their remarks came a week after activists gathered outside Saudi Arabia’s embassy in Washington, D.C., to denounce Riyadh's support of terrorism in the Middle East and around the world.
Hundreds of Americans of various Middle Eastern descent attended the protest on to slam Saudi Arabia’s funding of the ISIL terrorist group.
The protesters then marched to the White House to denounce the regime’s intervention in Syria, Yemen, Bahrain and Iraq.
“Saudi, ISIL are the same; the only difference is the name” and “people yes, Saudi no, the royal family’s got to go”, were among the many slogans chanted during the demonstration.
The protesters called on US officials to sever ties with Riyadh, describing the regime as the root of all evil in the Middle East.
“We know that Saudi Arabia is involved in spreading extremism, the Wahhabi ideology, first around the Middle East and South Asia and now it’s really all over the world,” said protest attendee Medea Benjamin, a member of the Code Pink, a peace and social justice movement working to end US-funded wars and occupations.

Bangladesh seeks Islamic State conduits to local terror attacks

NEW DELHI — Bangladesh, reeling from a sudden intensification of terrorism this summer, is urgently searching for men suspected of building an Islamic State presence in the country and recruiting young Bangladeshis to fight in Syria and Iraq.
Bangladesh’s government has maintained that the escalating attacks there were the work of domestic terrorists supported by domestic patrons, and it has dismissed claims of responsibility from such groups as the Islamic State and Al Qaeda.
But a list released this month of 10 high-value suspects, after the harrowing siege of a restaurant in Dhaka, tells another story.
The list includes three Bangladeshi expatriates — residents of Canada, Australia, and Japan — who have long been sought by the police and suspected of setting up training and recruitment pipelines for the Islamic State. A fourth man on the list vanished last year after telling his brother he planned to fight for the Islamic State in Iraq, the police said.
The most talked-about of the suspects, Tamim Ahmed Chowdhury, is believed by some analysts to act as a coordinator of the Islamic State’s activities in Bangladesh and parts of northeast India. None of the suspects has been arrested because some operated in countries with stronger legal protections, the police said, and others have disappeared.
The profiles of these men offer a snapshot of a militancy undergoing a metamorphosis, as links develop between domestic and international terrorist groups.
“It is possible that they have become the link, the liaison between the local militants and the transnational groups, particularly in providing strategic guidance,” said Ali Riaz, a professor of politics at Illinois State University. “The question is, are there more like them that we don’t know?”
Until last fall, officials openly discussed fledgling efforts by a handful of Islamic State recruiters to lure Bangladeshis to Turkey, and on to Iraq or Syria. They did not seem to pose an urgent problem for Bangladesh: The number of recruits was not large, believed to be several dozen, and officials did not think they aspired to carry out domestic attacks.
“We have good intelligence about Islamic State supporters,” Monirul Islam, then the joint commissioner of the Dhaka metropolitan police, said in an interview last year. “They have confided that they want to go to Syria and participate in jihad. Not in Bangladesh. Their plan does not include anything like they would kill anyone in Bangladesh.”
He added, though, that “these boys, if they return, that is a potential threat all over the world.”
After that, the question of Islamic State involvement in attacks in Bangladesh became a matter of dispute. In September, the United States warned the Bangladeshi authorities, based on intercepted communications, that the Islamic State was preparing an attack on foreigners in Bangladesh. Shortly thereafter, two foreigners were shot, and claims of responsibility began to appear on social media accounts linked to the Islamic State.
Sheikh Hasina, Bangladesh’s prime minister, responded with skepticism and mistrust, complaining that the United States had not shared any “actionable intelligence” with Dhaka. There was little evidence of Islamic State involvement beyond claims on social media, and investigators had traced dozens of attacks to well-established domestic networks.
Attributing the attacks to the Islamic State, moreover, threatened the country’s vital garment industry, which depends on annual visits from Western buyers.
After militants killed 22 people in a siege on the Holey Artisan Bakery in Dhaka this month, the government said the attack was solely the handiwork of “homegrown” militants from Jama’atul Mujahedeen Bangladesh, despite the fact that the perpetrators sent photos to an Islamic State-linked private e-mail account during the operation.
Bangladesh’s prime minister, Sheikh Hasina, has complained that the United States had not shared any “actionable intelligence” with Dhaka.

Officials softened their position as the investigation proceeded, acknowledging in recent days that the attackers may have had foreign links, including to the Islamic State.
Now the police are seeking several suspected Islamic State operatives as possible coordinators of domestic terrorism. Among the 10 high-priority suspects are three whom Monirul Islam described last year as Islamic State recruiters.
They are Chowdhury, who is thought to have returned to Bangladesh from Canada in 2013; Mohammad Saifullah Ojaki, a business professor at a university in Japan; and Abu Terek Mohammad Tajuddin Kausar, who has lived in Australia for a decade.
A senior intelligence official, who spoke on the condition of anonymity because he was not authorized to speak, said the men being sought acted as contact points between militants in Bangladesh and outside organizers.
The official said two to three dozen fighters had returned from Syria and were serving as operatives in Bangladesh. Others, the official said, had returned after receiving training in Turkey, and a third group may be training in Bangladesh.
Investigators are most interested in capturing Chowdhury, who was identified in The Daily Star, the country’s most popular English-language newspaper, as the leader of Bangladeshi militants aligned with the Islamic State.
Zayadul Ahsan Pintu, a journalist who has published widely on the militant networks, said that catching the 10 suspects would allow the police to “identify the linkage, internal and external.”
Chowdhury, in particular, he said, “is the connection from Bangladesh to Syria.”

Oldest Babri litigant Hashim Ansari passes away

Lucknow: Hashim Ansari, the oldest litigant in the Ram Janmabhoomi-Babri Masjid case, passed away in Ayodhya on Wednesday morning, after prolonged illness.
Ansari has been fighting the case in favour of the Babri mosque since 1949. He was suffering from serious health conditions from many years.

Chinese state-backed media has claimed that 300 Chinese Muslims are fighting with the Islamic State in Iraq and Syria, and authorities have blamed the violence emanating from its restive northwest on radical Islamist ideology and residents’ ties to foreign terrorist networks. BEIJING: Tough religious restrictions on Muslim minorities in China’s far west may have driven more than 100 to join the Islamic State group, a US think tank said Wednesday.
Beijing has long claimed that IS is recruiting Uighurs from the mainly Muslim region of Xinjiang, and blamed outside forces for fomenting deadly acts of violence there and elsewhere in China that have claimed hundreds of lives.
At the same time, authorities have banned or strictly controlled the observance of certain Muslim practices, such as growing beards and fasting during Ramadan, saying they are symbols of “Islamic extremism”.

One of the world's most wanted IS terrorists has been killed in a gun battle with security forces in Indonesia, police have said. Santoso, the leader of the Eastern Indonesia Mujahideen, was shot dead on Monday on mountainous Sulawesi island, where he had been hiding out in the jungle with a small band of followers. A spokesman for the Civil Aviation Authority Qasim Rahimi has confirmed the deployment of 46 aviation personnel for training to India.

Militants kill 17 soldiers at military base in Mali

The soldiers were attacked on their base in the central town of Nampala, in what Mali's Defense Minister Tieman Hubert Coulibaly described as a "coordinated terrorist attack."
At least two groups have claimed responsibility for the attack. The first is the Islamist group Macina Liberation Front which is linked to the jihadist organization Ansar Dine. The second is a recently-formed group from the ethnic Peul community, calling themselves the National Alliance for the Protection of Peul Identity and Restoration of Justice (ANSIPRJ).

Islamic State fighters face possible defeat in Libya

UNITED NATIONS — U.N. Secretary-General Ban Ki-moon says Islamic State fighters in Libya are facing the "distinct possibility" of defeat in their last stronghold and are likely to scatter elsewhere in the North African country and the region.
The U.N. chief said in a new report to the U.N. Security Council that member states' estimates of the number of Islamic State fighters range between 2,000 and 7,000 from Libya, Tunisia, Algeria, Egypt, Mali, Morocco and Mauritania.

In his article for The Wall Street Journal, Stoltenberg also wrote about NATO's success in the struggle against terrorism. According to him, the coalition has achieved good results in the struggle, but there is still a lot to accomplish at this point.

Threat of Islamic Extremism to Europe on the Rise, EU Police Say

AP — The number of people killed in attacks by extremists throughout Europe soared in 2015 from a year earlier, the European Union police agency reported Wednesday as it warned that ISIS may "put more emphasis on operations abroad" as a Western military alliance puts it under pressure in Syria and Iraq.
The Europol report painted a worrying picture of an EU assailed by Islamic extremist threats that are unlikely to recede any time soon. It warned that Syrian asylum-seekers could be targeted and swiftly radicalized by ISIS recruiters while a new generation of fighters is being raised in ISIS territory in Syria and Iraq.

German anti-Islamic movement PEGIDA to found party

Germany's anti-Islamic, anti-immigrant Patriotic Europeans Against the Islamization of the West (PEGIDA) movement said on Monday that it is seeking to found a political party, but stressed it would not seek to draw votes from the populist far-right party Alternative for Germany (AfD). The new grouping would be called the Popular Party for Freedom and Direct Democracy, or FDDV by its German acronym, movement head Lutz Bachmann said at a meeting in Dresden, which is PEGIDA's eastern stronghold.

Meet the Muslim guy who took the convention stage and prayed for Trump

Sajid Tarar was the last person to take the stage at the Republican National Convention on Tuesday night, after Tiffany Trump, Mitch McConnell, Paul Ryan and others had come and gone, and after most convention watchers had started flooding toward the exits.
“Let’s pray to get our country back,” he said in his brief benediction, which the cable news channels mostly talked over. He invoked the prophet Muhammad, and said “the values reflected by our leader must reflect the values of our forefathers.” There were some cheers, and some boos too.
