Memorandum

Excellency,

Mr. Asif Ali Zardari,

President, Islamic Republic of Pakistan,

Through Pakistani High Commission,

The Embassy, London, the United Kingdom.

Excellency,

We the members of United Kashmir People’s National Party (UKPNP), through this memorandum intend to draw your kind attention towards a matter of immediate attention of your esteemed office.

The United Kashmir People’s National Party, is a secular, progressive and pro-people political party of the former princely state of Jammu and Kashmir. Party has always stood for human rights, democracy and development in the entire region. Party also believes that only democratic governance could overcome on current issues like socio-economic, socio-political and growing phenomenon of extremism and fundamentalism in south Asian region. Party not only believes in the expansion of peace constituency but also struggling peacefully for these high human ideals.

Excellency;

Since your party is ruling in the country it was believed that democracy democratic institutions and democratic norms and values would prevail, but we Kashmiri people are still marginalized and have become vulnerable of your state’s security apparatus and the policies of cold war still continue. We believe that since there is no cold war, Pakistan as democratic country should also revisit its policies and should follow the path of peace, development and human rights.

Excellency;

The Chairman of United Kashmir People’s National, is well-known political leader and human rights defender. He has been peacefully striving and mobilizing local people for revival of their rights. Due to peaceful political struggle he became the target of Pakistani security agencies and eventually he was forced to leave the country in 1999.

His family who also joined him later in 2002 in family re-union. In March 2010, the family of Sardar Shaukat Ali Kashmiri, chair of United Kashmir People’s National Party has submitted their Passports which were expired in 2007. The Embassy of Pakistan in Bern was delaying more than usual. Senator Mir Hasil Khan Bizenjo has made a written complaint to the Minister in charge (Minister Interior), to look into the matter on 21st June-2010. On his request Director General of Immigration and Passports (IMPASS), has issued a letter on July-01-2010, to the Pakistani Embassy in Bern to immediately renew the passports of the seven family members of Sardar Shaukat Ali Kashmiri. On the demand of the Embassy of Pakistan in Bern, the family has also deposited fees in the nearby bank. All the necessary documents were also enclosed with the application of renewal of passports.

Excellency;

After waiting another few months the embassy of Pakistan has orally told family of Sardar Shaukat Ali Kashmiri, that they cannot renew their passports as they are receiving immense pressure from the country’s security agencies.

We, the members of United Kashmir People’s National Party, through Pakistani High commission emphasize on your Excellency that may be your office is incognizant to such things happening around which are demonizing civilian Government headed by you and your party. It is irony that security agencies are still functioning with impunity and using their influence in policy matters since the democratic forces of Pakistan are following the path of peaceful coexistence and reconciliation with the forces demanding and peacefully working for social, economical, cultural, democratic, constitutional and human rights in the peripheries of Pakistan.

Excellency;

At this point we reiterate that we believe in an independent and sovereign state of Jammu and Kashmir, and that we can only harvest peace and tranquility once we shall put our strength, potential and efforts to expand the constituency of peace.

We recognise that under your leadership Pakistan People’s Party would continue working for peace, democracy and development and would continue follow the path of its great leader Mohtarma Benazir Bhutto.

We again calling upon your Excellency’s office kindly investigate this matter and those involved must be brought to the justice. We also hope that despite all odds rule of law will prevail in Pakistan and Pakistan would be able to play a very positive and pragmatic role in the community of nations. We also hope that your Government would take certain steps where all the state organs would functions according to law of land and no one would believed above the law.

Excellency;

Through this protest we are demanding that fundamental rights of the above mentioned family must be revived and Government of Pakistan and its respective institutions must follow and abide by the law in this regard.

We call upon your Excellency that an immediate action to be taken in this regard. We are peacefully protesting and will continue our protest until the family of Sardar Shaukat Ali Kashmiri is given their passports confiscated by the Pakistani embassy in Bern Switzerland.

Yours Truly,

Usman Kayani, President, United Kashmir People’s National Party. Address:
