The alleged 9/11 mastermind will be transferred from Guantanamo to New York for a trial in which the death penalty will be sought, the US has confirmed.

Khalid Sheikh Mohammed and four others would be tried at a court near Ground Zero, the US attorney general said.

Five other Guantanamo detainees would face military trials, Eric Holder said.

The move is part of US President Barack Obama's efforts to close Guantanamo, but some relatives of 9/11 victims say they oppose a federal court trial.

"Today I am announcing that the Department of Justice will pursue prosecution in federal court of the five individuals accused of conspiring to commit the 9/11 attacks," Mr Holder told a news conference.

"I fully expect to direct prosecutors to seek the death penalty against each of the alleged 9/11 conspirators."

'Fair and open'

Four men - the two Yemenis, a Saudi and a Pakistani-born Kuwaiti - will face trial alongside Khalid Sheikh Mohammed, accused of helping finance and plan the attacks of 11 September 2001 in which nearly 3,000 people were killed.

Responsibility for the case will go to the Southern District of New York, with proceedings taking place at a court not far from where the Twin Towers of the World Trade Center fell.

No date was given for a trial, but US media reports say Congress needs at least 45 days' notice before the detainees can be transferred to the US.

The five men had until now been facing prosecution at US military commissions in Guantanamo. The government had faced a 16 November deadline to decide how to proceed in their cases.

Mr Holder said he was confident that the defendants would get a fair trial that was "open to the public and open to the world".

King Abdullah of Saudi Arabia has appointed the first female minister in the kingdom's history.

Any changes in high level appointments are exceptionally rare in Saudi Arabia where the foreign minister, Prince Saud al-Faisal, has been in office since 1975, and the defence minister, Crown Prince Sultan, has held his job since 1964.

This renders any reshuffle a bold step and the first shakeup of King Abdullah's reign was intended to send a message of reform.

Norah al-Faiz, an American-educated official, has become the first woman ever to enter the governing elite in a kingdom where women are not even permitted to drive.

"This is a successful step. We've always suffered from having a man occupy the position," she told the Saudi newspaper Arab News after her appointment as deputy education minister with special responsibility for female education.

She added: "A woman knows what problems and challenges her peers face. It's a change for the better."

King Abdullah also sacked two conservative figures, both of them deeply unpopular. Sheikh Ibrahim al-Ghaith, the head of the "Mutawwa", or religious police who routinely bully and intimidate citizens as they pursue their task of "promoting virtue and preventing vice", has been dismissed.

I shall point out the differences between what the Quran says on the subject of jihad and what the Deoband clergy teaches its students. Quran upholds the sanctity of life in most uncompromising terms and says: “If anyone slew a person unless it be for murder or for spreading mischief in the land it would be as if he slew the whole people: and if anyone saved a life it would be as if he saved the life of the whole people.”

On the other hand, look at what the Deoband syllabus says: “The destruction of the sword is incurred by infidels, although they be not the first aggressors, as appears from various passages in the sacred writings which are generally received to this effect.”

On the subject of the duty of a Muslim to invite others to the fold of faith, the Quran says: “Invite (all) to the way of the Lord with wisdom and beautiful preaching; and argue with them in ways that are best and most gracious: for your Lord knows best who have strayed from His Path and who receive guidance.”

The Quran clearly places limitations on the responsibility of man in this matter. “Not upon you is their guidance but Allah guides whom He wills.” Further, the Quran totally rejects the use of any force and says: “If it had been the Lord’s will they would all have believed all who are on earth! Will you then compel mankind against their will to believe.”

A journalist who is known for his close association with Asif Ali Zardari wrote in his column on Thursday that it seemed that the PPP had decided to take a stand on the ISI issue. PPP spokesman Farhatullah Babar when contacted, however, connected the reversal of the order issue with Adviser to the Prime Minister on Interior Rehman Malik’s statement that he would look into the matter to fix the responsibility.

The Cabinet Division on Saturday last formally notified “the prime minister’s approval for the placement of the Intelligence Bureau and the Inter-Services Intelligence under the administrative, financial and operational control of the Interior Division with immediate effect”.

Late night on July 26, the government through the PID issued a clarification that the ISI will continue to perform its functions under the prime minister, adding the notification regarding the control of the ISI was being misinterpreted.

After the verbal reversal of the order, it was expected that the formal annulment of the notification would be done upon the return of Prime Minister Yousuf Raza Gilani from his US visit. The prime minister is leaving for Colombo on Saturday but no cancellation order was issued by the Cabinet Division till the filing of this report.
