Karzai Sworn in for Second Term as Afghan President, promises reform

KABUL, Afghanistan — Tainted by a flawed election and allegations of high-level corruption in his regime, President Hamid Karzai was inaugurated Thursday for a second term, saying the Afghan Army should assume full control of the country’s security within five years.

“The role of the international troops will be gradually reduced,” Mr. Karzai said at a midday ceremony held at the presidential palace in Kabul. “We are determined that in the next five years, the Afghan forces are capable of taking the lead in insuring security and stability across the country.”

To restore security and reintegrate insurgents who wish to support the government, he said he would hold a traditional loya jirga, a tribal council, to invite “dissatisfied compatriots who are not directly linked to international terrorism to return to their homeland.”

In a somber counterpoint to the ceremony in Kabul, two suicide bombers struck Thursday in the southern provinces where the fighting has been fierce. In Zabul Province, a car bomber struck a NATO convoy, and news reports said two American soldiers were killed. Since the beginning of the Afghan war in 2001, more than 920 American soldiers have died out of a total of 1,520 allied troops killed fighting the Taliban.

In Oruzgan Province a man wearing a suicide vest detonated his explosives at a market, killing 10 people, including 2 children.

Mr. Karzai spoke in Dari and Pashto, reaching out to the two largest ethnic groups, and also touched on the major points that the Americans and other Western countries have pressed him to address.

The audience of about 800 people — overwhelmingly male — comprised government officials, military officers, tribal leaders and foreign dignitaries.

Secretary of State Hillary Rodham Clinton attended, as did President Asif Ali Zardari of neighboring Pakistan and the British foreign secretary, David Miliband, whose country has 9,000 soldiers deployed in the 43-nation NATO-led coalition fighting the militants.

Mr. Karzai drew applause on only three occasions: when he pledged to create a transparent and accountable government, when he promised to fight corruption and when he thanked the United States and other allies for their help.

The ceremony was the culmination of a divisive and chaotic electoral process that began on Aug. 20 when Afghans went to the polls. Mr. Karzai was proclaimed the winner earlier this month when his main challenger, Abdullah Abdullah, a former foreign minister, withdrew from a runoff even though a United Nations-sponsored inquiry had found evidence of widespread electoral fraud.

His inauguration at this pivotal moment — eight years into the Afghan war as the United States is weighing a new battle strategy — raises the question of what Afghans and American officials can expect of him over the next five years even while doubts swirl about whether he can complete his term.

Mr. Karzai faces calls from ordinary Afghans, Western donors and the United States to root out corruption by replacing many members of his cabinet, some regional governors and many lower-level but powerful figures.

In his inaugural address Thursday, Mr. Karzai said corruption was “very dangerous problem,” according to a text of the speech.

The verse, cited above, enshrines a great truth. To grasp it fully, we must consider it in all its aspects. Death is a natural phenomenon. It is a physical change which overtakes the human body. The body had its origin in the union of parental life cells. For a number of years it continued to develop through the processes of maturation and exercise. After reaching its peak, it begins to decline and decay. The process of disintegration culminates in death. The crucial question is whether there is anything in man which survives the dissolution of the body. The answer is that the self which grow and developed in the matrix of the body may survive it and may, on the break-up of the body, launch out on a fresh career. We, by no means, suggest that his is true of all selves. We admit that some philosophers of repute have held the view that the self is its nature imperishable. McTaggart, to mention only one, has developed this view in his writings and has defended it with arguments that are regarded as worthy of attention in philosophical circles. We do not subscribe to this view because it does not harmonise with the Quranic view of the destiny of the human self. In taking up this attitude to McTaggart's position, we have, also been influenced by two rational considerations. Firstly, this view entails belief in the pre-existence of the self, for which there is not a shred of evidence: secondly, with the acceptance of this view, emphasis shifts from what the self does to what it is. Moral activity ceases to be of vital importance to the fate of the self.

SPIEGEL ONLINE: Your scholarship focuses on the early period of Islam and the Koran. What is the evidentiary situation? How could we prove that the Prophet lived?

Marx: You have to be a bit delicate about it. In general, when it comes to history, you can't point to any scientific proof. How would we, for example, prove the existence of Charlemagne? We can't conduct any experiments; we have to work with evidence. And, for this issue, the evidentiary thread is the Koran. In this case, the evidentiary situation is better than it is for any other religion. We know of manuscripts of the Koran and Islamic inscriptions already 40-50 years after the Prophet died. It would be hard to explain the Koran, if you took the prophet out of the equation. Ohlig claims that Islam was actually a Christian sect up until the Umayyad Caliphate, that is, the eighth century. In this case, I run into this massive issue: It doesn't match up with the text of the Koran. Why isn't Christ a more central figure in the Koran, then? You hear about Abraham, Moses and Noah much more frequently.

SPIEGEL ONLINE: And what about with the format of the Koran?

Marx: That's the second evidentiary thread. As can be shown in even linguistic terms, the Koran is a kind of speech. It isn't a narration like the New Testament, a piece of correspondence like the epistles of Paul, an account of the Apocalypse or a Psalm. The genre only makes sense when I have a person that I can attach it to -- a charismatic orator, a prophet. Why would a community that doesn't have a prophet invent one after the fact and make up a text, which is then also Christian, as Ohlig sees it? Ohlig's thesis is uneconomical; it raises more issues than it solves.

Can we Trust Pakistani commitment to fight Jihadi Terrorism?

Just couple of hours after the Pakistani foreign minister’s statement, it was anything but peace.

Terrorists unleashed every piece of artillery in the heart of Mumbai to carry out the most coordinated terror attack in India and with all the evidence stacking up pointing towards the Pakistani link, where do India-Pakistan relations go from here?

Some of the men behind the attack, according to initial reports, are Pakistani nationals trained in maritime terrorism in Karachi by Lashkar-E-Toiba (LeT).

An angry India conveyed to Pakistan that it has all the evidence pointing towards the Pakistani link.

External affairs minister Pranab Mukherjee said, “The preliminary information we have received so far points to the certainty that some of Pakistani elements are involved in the activity. We ask Pakistan to arrest these people and put an end to these things.”

Meanwhile Qureshi says, “They have no face. They have no colour, no class, no creed, no religion, no nothing. They are barbarians. They are inhuman and we have to collectively eliminate them.”

Attacks in Mumbai have once again landed India and Pakistan in an embarrassing face-off.

The new lull in the relation has cemented the fear of the failure the joint Anti-terror mechanism.

Apparently, Pakistan is feeling the heat not just from India but around the world.

It is now making efforts to prove itself and is sending ISI chief to India to help in investigations.

Qureshi has continued his visit reassuring India of every possible cooperation.
