Amir Raza Khan, an alleged member of the terror outfit HuJI is a resident of Kolkata, while Riyaz Bhatkal is alleged to be the founder member of Indian Mujahideen (IM).

Bhatkal brothers had connived with SIMI leaders to hatch the conspiracy of serial blasts in the city and trained local people, the chargesheet submitted last week by the Crime Branch said, adding, IM was a new form of SIMI.

SIMI members Safdar Nagori, Hafez Hussain, Sibli Abdul Karim, Kamruddin Nagori, Amil Parvez and Mufti Abu Basher planned the attack and asked Abdus Subhan alias Tauqeer and Qayamuddin

Kapadia for executing the blasts.

SIMI members organised terror training camps in Waghamon in Kerala and Halol near Vadodara, it said.

Qayamuddin and Tauqeer then held a meeting with their local contacts in the city for arrangements of logistics and support to carry out the conspiracy.

The local contacts were those who were associated with SIMI before it was banned in 2001 by the Central Government. Some of them have already been arrested by the crime branch while some are still absconding, the 2000-page charge-sheet stated.

Simi (Students’ Islamic Movement of India), now a banned organisation, is a Muslim fundamentalist organisation which was founded in 1977. Its ostensible purpose was to "to educate and enlighten Muslim youth in India". Simi, in its publications, lists as its objectives the propagation of Islam and jihad for the cause of Islam. It claims in its literature that it wants to convert India into an Islamic land.

A recent study by two scholars from Oxford University says this is only part of a larger international trend. They have found that over the years, those with engineering degrees are over-represented in Islamic terror organisation. One of the 10 suspects arrested for his role in the Ahmedabad serial blasts holds a diploma in human rights from the M.S. University in Baroda. In the Jaipur blasts (May 2008), a medical student was reportedly involved. In the Bengaluru blasts (2005), the mastermind was an engineer, according to the investigating agencies.

Two members of the Manmohan Singh Cabinet - Railway Minister Lalu Prasad and Steel Minister Ramvilas Paswan - had hailed the tribunal order against the ban as validation of their belief in the ''innocence'' of the organization. They were joined by UPA's new-found ally, Mulayam Singh Yadav who as chief minister of Uttar Pradesh refused to enforce the ban on SIMI in the state.

Besides politicians, Syed Ahmed Bukhari, Shahi Imam of Delhi's Jama Masjid, had rushed to Azamgarh to launch a spirited defence of Abu Bashir, the prime suspect in the Ahmedabad blasts and now suspected to be the chief ideologue of the Indian Mujahideen. Bashir, a hardline Deobandi cleric, has also been linked by intelligence agencies and cops in different states to the IM modules behind the blasts in UP, Jaipur and Delhi. SIMI's emerging cadre profile - many of the terrorists being trained engineers, doctors and IT professionals - too has suited international terror outfits that consistently update their modus operandi.

If the new armies of God have found cheap and innovative ways to launch jihad on Indian soil, it should force analysts to look for these perpetrators — both designers and executors of terror — in the folds and crevices of that soil itself. The theatre of this asymmetric war isn't Kashmir alone and nor are all strings being held in Dubai and Pakistan, although these might still be the places from where the Wahhabi virus of hatred has been imported from only to be injected in several pockets across India.

It's tempting to see the terror attacks in Ahmedabad and the botched ones in Surat as a reprisal for the Gujarat riots, which were essentially an organised pogrom against the Muslims of the state. But that prism projects a format, which although easier to comprehend, is only part of the larger picture which involves a complex global net of terror. And dismissing the larger picture now will lead to huge prescriptive errors.

As the world came to terms with 9/11, India had taken some solace in the fact that there were no serious jihadis being manufactured on its soil. Gunslinging foot soldiers came from across the border, had clearly identifiable Pakistani tags and their minds had been transformed in camps across the border, our official analysts had maintained.

The cease-fire violations coincide with the terrorist attacks on Indian targets at home and abroad. There have been serial bombings in India – in the western commercial hub of Ahmedabad, capital of Gujarat, on July 26, and in the southern IT/BPO centre of Bangalore, capital of Karnataka, on July 25, which left a cumulative total of approximately 56 people killed and 150 wounded. Earlier, the suicide bombing in Kabul on July 7 killed at least 60 people, including diplomat V. Venkateswara Rao and the military attaché Brigadier Ravi Datt Mehta. With the security agencies currently investigating the bombings in Bangalore and Ahmedabad and the antecedents of the shadowy Indian Mujahideen (which claimed responsibility for the mayhem in Ahmedabad), definitive evidence is still elusive regarding the ISI’s possible role. There is, however, no such uncertainty over the ISI's involvement in the suicide bombing at the Indian Embassy in Kabul.

"We are making the same mistakes that Western intelligence agencies made by pinning too much hope on technology. That's important, but there's no substitute for a good agent in the right place," Mr Nandi says.

While Western intelligence agencies like the CIA and MI-6 are trying to augment human intelligence capabilities after a string of failures such as the 9/11 attacks in the US, Indian intelligence is not learning from their mistakes.

Intelligence officials say that Pakistan and Bangladesh-based Islamic militant groups have increasingly made their Indian units autonomous - in recruitment, training, funding and operations - so that nothing can be traced back to the patron nations.

"The serial bombings in Jaipur, Bangalore and Ahmedabad prove that Pakistan's ISI has successfully Indianised the jihad by creating Indian equivalents of Lashkar-e-Toiba or Huji," says B Raman, another former spymaster specialising in Islamic militant groups.

In follow-up exercises, the agencies arrested 39 top ranking SIMI leaders in various states. Nagori who appeared unfazed with his arrest was interrogated by senior police officers of 11 states. He was open to all topics and spoke frankly. Within a week, the agencies got insight to his network and plans — like the ones executed back-to-back in Bangalore and Ahmedabad.

But call it complacency or political compulsions his revelations couldn’t excite the security agencies the way his arrest did, despite many of his startling disclosures — he had parted ways with SIMI and floated his own group that he called Muslim Technical Persons Organisation.

It was a group that was formed in Hyderabad to create a pool of young Muslim technocrats. But his men primarily looked for computer professionals and those with know-how of chemicals.

He told his interrogators that this pool of technocrats function independently and through groups that serve as smokescreens. The first terror module run by the techies was cracked last year in Bangalore with the arrest of Shibly Peedicaal Abdul, Raziuddin Nasir and Yahya Kamakutty — computer professionals who played a role in the 2006 Mumbai train bombings.

The e-mail put out before the Ahmedabad blasts was allegedly sent by the same Guru al-Hind. By the side of his signature at the bottom of the e-mail, the word 'al-Arbi' was written in capital letters. Al-Arbi means 'The Arab'. It also stands for Wednesday. It was taken to mean that the e-mail must have been signed by Guru al-Hind on the Wednesday preceding the blasts. In the latest e-mail, the reference to Guru al-Hind is not there -- neither in the e-mail ID nor at the bottom of the message. Instead, the e-mail is signed as al-Arbi in capital letters. The e-mail identity of the originator has also been changed as al-arbi-al-Hind. In this context, al-Arbi could mean only 'The Arab' and not Wednesday. Thus, the e-mail identity used means 'The Arab of India'. Why so since the Indian Mujahideen claims to be an organisation totally of Indian Muslims with no external links? Why is the sender of the e-mail projecting himself as 'The Arab'? Is it a reference to one of the two Indian Muslims operating from Saudi Arabia for many years?

According to reports, a series of 17 blast occurred in crowded places in Ahmedabad city leaving at least 29 people dead and over 100 injured. A day earlier, the city of Bangalore was struck with bomb blasts that killed 2 people and injured several others. “Humanity is the ultimate victim in such acts of mindless violence” said Mr. Rasheed Ahmed, President of IMC-USA. He further stated that “The authorities should conduct a thorough and transparent investigation immediately and refrain from adopting the usual template of blaming Muslim sounding virtual groups whose existence or lack thereof cannot be proven”.

In recent months, authorities have come under intense criticism for their ineffectiveness in conducting honest and transparent probes into blasts that rocked other Indian cities. During the blasts in Hyderabad last year, rather than track the culprits, the police arrested scores of innocent Muslim youths associated with various civil liberties groups in the city. After weeks of harassment and torture, almost all the arrested had to be released on account of lack of evidence.
