How real is British outrage over “killer” passports?

It was billed as the moment when, we were told, Britain would read out the riot act to Israel over Mossad's suspected link to the abuse of British passports by the killers of Hamas commander, Mahmoud al-Mabhouh, in Dubai last month.

But the first thing that the Israeli Ambassador Ron Prosor did as he emerged from a meeting with the Foreign Office chief Sir Peter Ricketts last Thursday was to clarify to waiting journalists that he had come in response to an “invitation” and not summons — making a pointed distinction between being “summoned” (as in the “Iranian envoy summoned for a dressing down”) and being simply called for a coffee.

The message Mr. Prosor wanted to get out — a commentator noted — was that his meeting with Sir Peter was a routine diplomatic drill and there was no need to get too excited, or read too much into it. In other words, Britain was simply going “through the motions” to calm public opinion. A similar line was coming out of Israel where ministers were said to be “confident” that for all the tough talk Britain would “do nothing” to damage its “strategic” alliance with Israel.

“The U.K. is going through the motions of outrage, but our assessment is that they will do nothing,” The Daily Telegraph reported an Israeli government source as saying. The British government, clearly embarrassed first by the disclosure about the misuse of its passports and then by Israeli bid to play down its fallout, insists that it is taking the issue “very seriously” and has ordered an investigation by the Serious Organised Crime Agency. Foreign Secretary David Miliband described the theft of identities of six Israel-based British citizens and their use in the cold-blooded murder of Mahmoud as an “outrage.”

Ever since February, authorities have detected almost a dozen jihadist operations targeting the United States — or using it as a staging post for attacks elsewhere. In March, at least 20 men were reported to have returned home to fight with the Islamist group al-Shahab — recruited by a Somali-American cell operating out of Minneapolis. Four men were held in May for planting inactive explosives, provided by a police informant, outside synagogues in New York. The next month, seven North Carolina men were held for planning attacks in Israel and Pakistan.September saw the detection of three major plots. Inspired by Islamists at a Flushing mosque, and his imagination fired by the Indian televangelist Zakir Naik, Afghan-born and Pakistan-trained Najibullah Zazi is alleged to have been preparing to set off several improvised explosive devices. Jordanian Hosam Maher Smadi and Illinois resident Michael Finton were also held for attempting to set off car bombs which had been provided to them by undercover agents.

In October, the Federal Bureau of Investigation held David Coleman Headley and Tahawwur Rana. First held on charges of planning an attack on the Danish newspaper Jyllands Posten in Copenhagen, the two men are now thought to have played a role in the reconnaissance which preceded the November 2008 attacks in Mumbai.In the weeks after the Headley-Rana arrests, U.S. authorities held Boston resident Tarek Mehanna and Ahmad Abousamra for conspiring to provide material support to terrorists. The men were allegedly planning attacks on shopping malls, using automatic weapons.

Six Christians burned alive in Pakistan riots

Six Christians were burned alive in Pakistan yesterday when hundreds of Muslims attacked and looted their homes, sparked by rumours that pages from the Qur'an had been desecrated.

The dead, including four women and a child, were killed when Christian homes were torched by hundreds of supporters of a banned Muslim organisation in the Punjabi village of Gojra, in eastern Pakistan.

Tensions have been running high between the two communities over allegations that Christians had defiled pages from the Muslim holy book, despite authorities insisting that the rumours were unfounded.

Television footage from the area showed houses burning and streets strewn with debris and blackened furniture as mobs ran at each other. There were reports in the local media of exchanges of gunfire between Christian and Muslim communities and those rioters had blocked a railway line.

Pakistani authorities named the Muslim group involved in the violence as Sipah-e-Sahaba, which has been accused of launching attacks against security forces and carrying out bomb attacks in public places in recent years.

Rana Sanaullah, Punjab's law minister, said that an investigation had been carried out into allegations made during the week that a copy of the Qur'an had been defaced but that no such incident was found to have taken place.

Although the situation had calmed down by Friday, he said yesterday that "some miscreants and extremists entered the city [on Saturday] and pushed people toward armed clashes".

Maulana Burhanuddin Qasmi demanded that the investigation in the blasts cases be made more transparent. "The only way to make it more transparent is through the induction of a greater number of Muslims in the anti-terror security force or in police cells. A Muslim officer will be in a better position to understand the thinking of a so-called Muslim suspect. When we label an innocent a terrorist, his life is ruined and when he is acquitted, there’s no one to proclaim his innocence to the world," he said. Qasmi warned against such labelling, adding that it would give rise to an alarming situation of fear and loathing in the country.

Shia leader Maulana Zaheer Abbas Rizvi said that after studying the Indian Mujahideen mail carefully on TV he had found that the first line of the email (written in Arabic) was wrong. "A Muslim will not commit such a mistake. The mistake in the very first line shows that it’s the handiwork of a non-Muslim organisation. Anti-Muslim forces seem to be behind this email," he said emphatically.

The government has proposed the penalising of investigation officers or law officials found to have acted in violation of the established principles of the Sharia or undermined the course of justice; delayed submission of copy of FIRs to the Qazi concerned or failed to submit charge-sheets to the court concerned within prescribed time.

The proposed amendment also called for setting up a committee headed by a serving or retired judge of the high court to select Qazi assistants and ‘Alim Wakeels’ (scholar lawyers). The lawyers should have the same qualifications as required for a Qazi and they would enjoy the status of advocates in courts to be set up under the new regulation.

The amendments call for referring civil cases to Musleheen (mediators) before the recording of evidence and criminal cases after the recording of evidence.
