I never imagined I would say this, but Stella Rimington is right. The former head of the British Security Service — MI5 — who made her career running her department’s dirtiest operations in the 1980s, against the U.K.’s miners’ union and the IRA, has warned that Gordon Brown’s government has given terrorists the chance to find “greater justification” by making people feel they “live in fear and under a police state.” Naturally, ministers described her remarks as nonsense and accused her of playing “into the hands of our enemies.”

But the damage is done. To have the woman once hailed as Britain’s Queen of Spies accusing the U.K. government of recklessly counter-productive authoritarianism carries a special weight — and incidentally turns the traditional relationship between Labour and the secret state on its head. Rimington went further, denouncing the U.S. for Guantanamo and torture, but reverted to type by insisting MI5 “doesn’t do that.”

No, as we now know, it contracts out that job to others, while its officers stand by promising to arrange “more lenient treatment” if the victim cooperates. In case after case, British collaboration in the hidden crimes of the war on terror has now been laid bare. But none more so than in the seven-year ordeal of Binyam Mohamed, the last British resident in Guantanamo, the details of whose CIA kidnapping and U.S.-orchestrated torture across four countries the U.K. Foreign Secretary, David Miliband, has twisted and turned to prevent being made public.

"'We're pleased that Salim Hamdan received a fair trial,' White House spokesman Tony Fratto said. 'The military commission system is a fair and appropriate legal process for prosecuting detainees.' . . .

"Ben Wizner, a lawyer with the American Civil Liberties Union who attended the trial as one of several human rights observers, ridiculed the administration for inaugurating the military system on 'a marginal figure.' . . .

"'We were told that Guantanamo was necessary because these were the world's most dangerous terrorists,' said Wizner, who criticized the Pentagon for revealing little about U.S. interrogation techniques. 'Salim Hamdan is not one of the world's most dangerous terrorists.'"

William Glaberson writes in the New York Times: "The conviction of Mr. Hamdan, who was part of a select group of drivers and bodyguards for Mr. bin Laden until 2001, was a long-sought, if qualified, victory for the Bush administration, which has been working to begin military commission trials here for nearly seven years.

"The six senior military officers on the panel deliberated for eight hours over three days. Four votes in a secret ballot were required for conviction.

Raje claims the culprits have "external links", but the men haven't even been identified. After accusing the Centre of asking her to create a "Guantanamo Bay" by detaining Bangladeshis, she's arbitrarily rounding up scores of Bengali-speakers, many from West Bengal, for "infiltration".

Their demonisation is similar to the abuse ("asylum-seekers") that poor South Asian migrants face from Western xenophobes. The BJP attributes political motives to people who migrate for survival from a dirt-poor to a slightly less poor society. They deserve compassion, not hatred.

The BJP is clamouring for an anti-terror law like the Terrorist and Disruptive Activities (Prevention) Act, 1985, or its nationally aborted successor, Prevention of Terrorism Act. It also wants a special federal agency created to deal with terrorism.
