Both the Congress and National Conference fought the 1983 elections on communal lines. In alliance with Mirwaiz Mohammad Farooq — father of the All-Parties Hurriyat Conference chairman, Umar Farooq — Dr. Abdullah gave his campaign an expressly Islamic colour. In one pamphlet, the National Conference equated the Congress with Maharaja Hari Singh, who had “enslaved the Kashmiris.” Prime Minister Indira Gandhi used identical tactics to push forward the Congress’ pursuit of power. She campaigned against the Resettlement Act, which would have allowed Muslim Partition refugees to return to Jammu and Kashmir and reclaim their properties. As the author and journalist Tavleen Singh has noted, Mrs. Gandhi sought to persuade Jammu voters that they “were really a part of Hindu India and had, therefore, been neglected by Muslim Kashmir.”

Inflammatory tactics paid off: the National Conference won 46 seats, all in Muslim-majority constituencies, while the Congress picked up 23. However, the Congress continued on with a campaign designed to annihilate Abdullah. His alliance with Mirwaiz Farooq — who was, ironically enough, to die at the hands of the Hizb-ul-Mujahideen assassin —was characterised as anti-national. Sikh religious camps held in Jammu and Kashmir were described as state-sponsored training centres for Khalistan terrorists. Much of the propaganda was deceitful — the Congress itself, after all, had sought an alliance with the Mirwaiz — but it prepared the ground for the dismissal of the Abdullah government in July 1984, months after he sponsored a national opposition conclave in Srinagar.

N-deal support may cost Muslim votes: CPM warns SP

He said the SP chief, who enjoys a good relationship with the Left parties, will have to give a lot of explanation if he decides to support the deal, one which he has opposed earlier.

"Mulayam will have to think twice before supporting the deal as an overwhelming majority of Muslims are not in favour of the deal. Mulayam's support is much more among Muslim masses," he told reporters in New Delhi.

He was responding to a question about speculation that the Uttar Pradesh-based party was cosying up to Congress to support the deal, which was strongly opposed by the Left.

Noting that such reports were ‘no doubt’ a serious development, Pandhe said, "He will have to explain it to people how suddenly he has become a supporter of the deal. He has been very strongly opposing the deal."

The role of the 39-member strong party in Lok Sabha could be crucial in a trial of strength if Left allies withdraw support to the deal.

The political parties, having trusted vote banks belonging to two different regions, are also vertically divided over the issue and are busy building their pre-poll campaign. Playing safe, the Congress leadership has been maintaining stoic silence over the entire issue. Chief Minister Ghulam Nabi Azad is mum and other senior leaders are not willing to comment on record. The biggest worry in Congress circles is that if at all a situation arises where the State Government had to withdraw its decision, it would impact its poll prospects in Jammu region, its main constituency. Keeping this in mind, the Congress has entrusted Dogra leader GS Charak to hold fort for the Congress. For record sake, he has been constantly negating statements of PDP Deputy Chief Minister Muzaffar Hussain Beig that the Congress blackmailed PDP before taking the decision to transfer forest land to the shrine board for raising pre-fabricated huts for pilgrims. He has also denied reports that the Congress was under pressure to withdraw or reverse the decision. The State unit of the BJP and other social and religious organisations are mounting pressure on the State Government to stay firm on its decision amid reports that the PDP has set a deadline of June 30 for the coalition Government to take a final decision on the issue.
