As this month begins the ninth year of the U.S. war effort in Afghanistan, "windowless" seems to be an apt metaphor. The structure of thought and the range of options being debated in Washington's high places are notably insular. The "new course" will be a permutation of the present course.

While certainty is lacking, steely resolve is evident. An unspoken mantra remains in effect: When in doubt, keep killing. The knotty question is: Exactly who and how?

News accounts are filled with stories about options that mix "counterinsurgency" with "counterterrorism." The thicker the jargon in Washington, the louder the erudite tunes from the latest best and brightest -- whistling past graveyards, to be filled by people far away.

In the White House, there's no indication of a pane that's facing the pain in Afghanistan, one of the poorest countries in the world, where the U.S. government continues to bring gifts: a dollar's worth of warfare for a dime's worth of everything else.

Even the September 11 strikes are rationalized as mere acts of reciprocity. After describing the Israeli invasion of Lebanon in 1982, where a massive bombing campaign leveled several high-rise apartment buildings and left thousands of Arabs dead, bin Ladin said, "[A]s I looked upon those crumbling towers in Lebanon, I was struck by the idea of punishing the oppressor in kind by destroying towers in America----giving them a taste of their own medicine and deterring them from murdering our women and children." (p. 215)

After September 11, when several more terrorist acts were committed around the world, targeting mostly Europeans, bin Ladin declared:

The events that have taken place since the attacks on Washington and New York [September 11]----such as the killing of Germans in Tunisia, the French in Karachi, the bombing of the giant French tanker in Yemen, the killing of marines in Failaka, of British and Australians in the Bali explosions, the recent operation in Moscow, and various other sporadic operations[3]--are all reactions of reciprocity, carried out by the zealous sons of Islam in defense of their faith and in response to the order of their Lord and Prophet. [p. 231]

After the bombings in Madrid, where 191 people were killed and 1460 injured, bin Ladin again addressed the Europeans:

Four years later, it has at times seemed that the Democrats might be the beneficiaries of politicised religion this time around. John McCain has long had an uneasy relationship with the Christian Right. He opposes a constitutional ban on gay marriage, favours federal funding for expanded embryonic stem cell research — a practice many conservative evangelicals and Catholics liken to abortion — and branded Christian Right bosses like Falwell and Pat Robertson ‘agents of intolerance’ during his 2000 run for the White House. Bush wound up beating McCain in that year’s Republican primaries largely by marshalling the Christian Right against him.

This year, McCain won the Republican primaries by relying on moderate Republican voters, leaving Christian Right darlings like Mike Huckabee and Mitt Romney to split the GOP’s evangelical and pro-life base in key primary states like Iowa and Florida. McCain is frequently tone-deaf to evangelical sensitivities, publicly rejecting endorsements by two prominent televangelists last spring because of controversial remarks in their pasts. ‘Very troubling,’ Tony Perkins, one of Washington’s most powerful evangelical activists, said at the time. ‘It would be very difficult to overcome this.’

On a slightly more positive note, the prime minister's pleasant personality seems to have won him some friends. He also spoke consistently of the need to combat terror for the sake of Pakistan and not the US, and this too has gone down well. But in the final analysis, the prime minister has failed to prove, despite his repeated claims, that he is his 'own' man. Most citizens in Pakistan are convinced that real decision making takes place elsewhere. US leaders too seem to have understood, at the end of the visit, that this is the reality of the new Pakistan. The visit indeed was seen in the US as an opportunity to assess the current Pakistani leadership. Some key analysts in Washington are now reported to have expressed concern over the nature of the setup in Pakistan and seem unconvinced that Mr Gilani has the dynamism needed to rescue the country from its state of crisis. This may be a rather harsh judgment on a man who has moved into the prime ministerial hot seat only months ago. While he may not be an especially slick speaker, Mr Gilani has shown he speaks from the heart. This in itself is a rare quality. But the fact is that life in public office is tough and the demands it imposes are formidable. There are questions at present over whether the prime minister has so far come up to the mark.

US Defense Secretary Donald Rumsfeld, taking what some analysts are calling a "victory lap" of Gulf countries who supported the US invasion of Iraq, announced in a joint press conference with Saudi Defence Minister Prince Sultan Bin Abdul-Aziz in Riyadh that the United States will end its military operations in Saudi Arabia and remove virtually all of its forces from the kingdom following the Iraq war. US military personnel in Saudi Arabia, which doubled to 10,000 during the attack on Iraq, have already started evacuating a desert airbase used by US planes since the end of the Gulf War.

The decision was made in concert with Washington, the Saudi defence minister said, denying press reports that Saudi Arabia had asked the United States to withdraw. However, the real reasons for the move appear to have much to do with the tense relations that governed Saudi-US relations in the 1990s and which led to a series of terrorist attacks against US military interests in the kingdom. The presence of Western troops in the country has irked many Saudis already angry with the United States over its support of Israel. Ousting US troops from Saudi Arabia became a battle cry of Osama Bin Laden and his Al- Qa'eda militants.

Karzai government has also suspended various bilateral meetings with Pakistan due in Dubai, Islamabad and Kabul within the next few weeks. Amidst this fury — shared in Kabul and New Delhi — no one is prepared to remember that even in the most third-rated of the Hollywood thrillers, the most obvious suspect is usually not the murderer; while in Bollywood, mostly the usual suspect is a part of the set-up of the real villains. But this is not a piece about overrated ISI, its equally dumb enemies and those who believe in its widely-exaggerated, almost magical powers, to operate without being caught — despite under continuous surveillance by the old friends and tutors in the CIA. Well, let me admit: this is a rather dull and dreary piece to analyse the real context of the US manoeuvring in Afghanistan. It is the election year in Washington, you know! And as expected both sides are drawing blood on the question of "National Security". Barack Obama had always asserted that Iraq was the 'wrong war' that diminished American security, damaged its standing in the world and ruined its economy and his punchline has always been that it affected America's performance in the 'good war' that is: Afghanistan.

What’s more, there is considerable reason to suspect that some of the Muslim leaders who have been most indignant over Day’s words are involved in this “grand jihad.” Investigative journalist Kenneth Timmermanwrote in 2004 of Khaled Saffuri’s considerable influence in Washington, and then noted that “some of the very people Saffuri introduced to Bush and Rove are in federal prison on terrorism-related charges. Others have been expelled from the country. Still other former colleagues and donors have become subjects of a massive federal probe into U.S. funding of terrorist organizations that is code-named Operation Greenquest….Saffuri’s ties to radical Islamists and apologists for terror are neither superficial nor coincidental.” And CAIR, of course, was in 2007 named an unindicted co-conspirator in the Holy Land Foundation Hamas terror funding case, and has had several of its officials arrested and convicted on terrorism-related charges.

The announcement is another act of defiance in the face of demands by the United States and other world powers for Iran to halt its enrichment work, which Washington and its allies fear Iran is intent on using to develop weapons.

However, Ahmadinejad said those nations - the US, Britain, France, Russia, China and Germany - have tempered their demands, asking Iran not to freeze enrichment but rather not to expand its current program beyond 6,000 centrifuges, state-run radio reported.

"Today, they have consented that the existing 5,000 or 6,000 centrifuges not be increased and that operation of this number of centrifuges is not a problem," state radio quoted Ahmadinejad as saying on Saturday.

In its negotiation with Iran, the five permanent members of the UN Security Council plus Germany have offered a package of technological, economic and political incentives in return for Iran's cooperation.

Modelled after the court that processes surveillance warrants under the auspices of the Foreign Intelligence Surveillance Act (FISA), a national security court could be based in Washington and staffed by federal judges from around the country who would sit part-time on the court for a set number of years. Unlike the FISA court, where only the government routinely argues before the panel, a national security court would be fully adversarial. Detainees would be represented by lawyers with security clearance to review classified information being used against their clients. Detainees would have the right to review a broad range of evidence, or at least as extensive a summary of the evidence as was practicable. The defence could present evidence and witnesses to counter government allegations. Judges would conduct periodic reviews to test the government's rationale for continued detentions. Judges would also have the power to order releases that would be coordinated with the White House and State Department to ensure the detainees' transfer to their home countries or to acceptable third countries. Decisions of the national security court would be appealable to a panel of other Senate-confirmed federal judges serving fixed terms.

A half-truth: His father was born in pre-1947 Lahore. “He told me there was no welcome mat for Pakistanis in the border areas,” I said. The deepest faultline in South Asia was the one between Kabul and Islamabad. The Pakistani Parsee novelist, Bapsi Sidhwa, followed this up by telling the audience, “These Afghans are ungrateful wretches. “

Later on, there was some soul searching among the Pakistanis in the audience about the future of democracy, their country and so on. At one point, someone got up and said, “Our problem is that there is too much outside interference. Starting with the Americans.” Thunderous applause.

Those were the only two times when the 150-strong audience clapped loudly during the event.

Back in Washington, after a round of chats with think tanks and US government officials, a few things seemed clear. One, Washington has no B plan now that the Benazir-Pervez shotgun marriage is no longer possible – other than to replace the deceased bride with her sleazy husband. Two, the West’s entire counterterrorism establishment has Pakistan on its mind.

Must we live this madness through to the very end of the Bush regime in Washington? Is there no one in that magnificent, imperial city who understands what "we" are doing out here in the Middle East? Why on earth does The Washington Post even give room to the fantasies of a functionary from the CIA, the very organisation that failed to prevent 9/11 because -- if we are to believe what we are told -- a phone call in Arabic about crashing planes into the twin towers hadn't been translated in time? Are we going to bomb Iran? Is this what we are waiting for now? Or is it to be another proxy Iranian-American war in Lebanon, fought out by Hizbollah and the Israelis? And does Mike believe al-Qa'ida is in Iran?

Israel continues to build settlements for Jews -- and Jews only -- on Arab land. And Washington does nothing. Illegal though these settlements are, George Bush goes along with it. They fuel anger and frustration and a righteous sense of grievance -- and Washington will not prevent this outrage from continuing. I open my Arab papers each morning to find new reasons why the Bin Ladens of this world will not go away.
