Will the Sunni world welcome Israeli Strike on Shia Iran?

This week, negotiations to disarm Iran's rogue nuclear program get under way in Geneva. How much real pressure can the West apply as the posturing fades and each side reveals its raw leverage? A lot depends on third party players, not just the potential sanction busters such as China and Russia, but also the other countries that enter into the equation, such as Israel, Afghanistan, Iraq and Saudi Arabia. Let us conduct a brief tour d'horizon of the forces at play and see how things might go.

The Iranians have already conveyed their mood by publicly boasting of a hitherto secret nuclear installation in mountains near the holy city of Qom. A gratuitous act of insouciance. They have followed up with gratuitous acts of transparency: an invitation to inspectors to visit the new site, an offer to send uranium to Russia for processing and quantifying. Tehran is not afraid of what the West knows because we cannot do anything about it anyway. Iran cannot be intimidated. But Iranians will do the right thing of their own volition. That's the message to us.

If the past record is anything to go by, Tehran has no intention of ending its nuclear ambitions. For the moment though, grand Obamaesque gestures of diplomacy fulfill a purpose. They give international fence-sitters an excuse to relax the pressure. But equally for Tehran the entire saga of these talks serves a domestic purpose: as a theater of defiance for Iranian consumption – Iran poised at the pivot of history with the world's great powers dancing attendance. Iran standing tall thanks to the regime. As it is, the nuclear program is pretty much the only populist weapon left in the regime's depleted political arsenal at home. With Ahmadinejad loyalists conducting the drama in Geneva, the government gains enormous stature, bids to reunite the country's fractured populace, and puts into the shade secondary figures such as Hashemi Rafsanjani and Mir Hossein Mousavi who disputed the election results.

Islam's 'enemy within': growing fear of Shia influence across the Sunni world

Six Shia Muslims have gone on trial in Jordan, accused of "promoting Shia ideology and instigating religious sectarianism". Their case – the first of its kind in Jordan – is being heard behind closed doors in a military court.

Jordan is a Sunni-majority country but has no law that prevents Shias from practising their faith and its constitution says very clearly that there shall be no discrimination "on grounds of race, language or religion".

There is no suggestion that the accused did anything more than a bit of missionary work – holding meetings, issuing membership cards and raising funds – but the case reflects a growing fear of Shia Islam among the Middle East's Sunni regimes.

In Egypt last June, Hassan Shehata, a Shia cleric, was reportedly arrested with dozens of his followers and 13 were said to have been detained on charges of spreading Shiism.

Egypt has had a small Shia community for centuries, though today it's probably less than 1% of the population. The sect is not officially recognised and the Egyptian Initiative for Personal Rights has documented periods of harassment by the authorities – arrests, interrogation, torture, etc – dating back to 1988.

The Sunni Arab regimes, most of which use religious credentials to bolster their claims to legitimacy, have become increasingly apprehensive during the last few years – mainly as a result of the Iraq war, which brought Shia Muslims to power in Baghdad, to rule alongside those already in place in Tehran.

From time to time there are also outbreaks of scaremongering in the media, very similar in tone to the western newspapers articles that claim Muslims are taking over Europe. One Egyptian magazine warned of "a real danger that Egypt and other Sunni countries might be converted to Shiism".

But there's little doubt that forswearing military action against Tehran should ease the upwards pressure on world oil prices - which hit a historic high on Monday of more than US$143 per barrel before, falling back to $140 - and thus offer at least some reprieve to the US consumer at a time when record gasoline prices appear to be driving widespread popular dismay with the state of the US economy.

"[I]f this administration truly wanted to spare Americans further pain at the pump, there is one thing it could do that would have an immediate effect," wrote Michael Klare in this week's Nation magazine and author of a new book, Rising Power, Shrinking Planet: The New Geopolitics of Energy. "[D]eclare that military force is not an acceptable option in the struggle with Iran."

While oil analysts say that prospects of a continuing decline in the dollar no doubt played an important role in Monday's price jump, they also pointed to this weekend's pointed reaction by the commander of the Iranian Revolutionary Guards Corps, General Ali Jaafari, to recent US and Israeli threats to attack Tehran's nuclear facilities, as well as his assessment that those threats should be taken seriously, as a major factor.
