New strategy for Afghanistan: US going for troop surge; withdrawal in three years

WASHINGTON, Dec 1: US President Barack Obama is sending 30,000 additional troops to Afghanistan but plans to conclude the war and withdraw most American troops within three years, White House officials said on Tuesday.

“We came to that determination through a series of deliberations and getting a strategy for how we go forward in Afghanistan,” White House Press Secretary Robert Gibbs told CNN when asked why President Obama was sending 10,000 less troops than Gen Stanley McChrystal, his commander in Afghanistan, wanted.

As a candidate, Mr Obama had described Afghanistan as the war the United States could not afford to lose. As president, he has repeatedly stated his intention to “finish the job” in Afghanistan.

After months of deliberations, Mr Obama is set to unveil his strategy on Tuesday night (1am GMT) in a nationally-televised address at the US Military Academy at West Point.

“What the president will announce tonight, though, is getting an accelerated timeline into Afghanistan so that we can talk about transitioning our forces out of there quickly,” said Mr Gibbs.

On Monday, Mr Obama consulted key US allies, including President Asif Ali Zardari. He also held an hour-long video conference call with Afghan President Hamid Karzai.

The expected troop surge already caused a rift within Mr Obama’s Democratic Party on Tuesday when a senior lawmaker Jan Schakowsky announced that she was not going to support the new strategy. Congresswoman Schakowsky was one of President Obama’s earliest and most ardent supporters.

“I think he’s made up his mind that at this point there ought to be a troop increase, and I have to say I’m very sceptical about that as a solution,” she said.

Visits from three senior US officials in three weeks indicate troubles in the US-Pakistan relationship. Washington has failed to deliver on the regional strategy it promised this spring, and friction with Pakistan seems to be contributing to the long delay in announcement of a new US strategy in Afghanistan. Pakistan is critical to any Afghan strategy the Obama administration undertakes. Pakistanis hope that President Obama will push his state guest this week, Indian Prime Minister Manmohan Singh, to be more flexible toward Islamabad. But Pakistanis, too, must compromise if there is to be hope for Afghanistan and South Asia.

In their recent visits, Secretary of State Hillary Clinton, national security adviser James Jones and CIA chief Leon Panetta promised to push the Indians on regional issues. But the Pakistani army does not trust American promises and has leaned on the civilian government in Islamabad to scale back its largely pro-US positions.

Any surge of US troops into Afghanistan would depend on the Pakistani army’s help to protect the truck convoys that would supply the extra Western troops in landlocked Afghanistan. Washington would need even greater clandestine cooperation from the Pakistani military in targeting terrorist hideouts along the border.

US gets Indian-origin envoy for Muslim world: Farah Pandith to work at solving pressing problems of Muslims

Washington: Farah Pandith, sworn in on Tuesday as US Secretary of State Hillary Clinton’s envoy to Muslim communities, said she would broaden ties with the world’s Muslims to help solve “pressing” problems.

Clinton “has asked me to find ways to build strong partnerships and create new connections and join together with grass roots organisations to effect positive change,” she said after swearing on the Quran to carry out her duties.

“Under the leadership of Secretary Clinton, the Department of State is recalibrating the way in which we work with Muslim communities around the world,” Pandith said.

“Through this office, we will engage Muslim communities to solve collaboratively the most pressing problems facing these communities around the world,” Pandith said.

Clinton said Pandith’s office, which will both advise the secretary and the State Department, will focus on a broad array of issues.

“This is a dialogue that is not going to focus solely on terrorism or radicalisation, but instead, focus on what all of us have in common, what we all hope for our children,” Clinton said at the ceremony.

“It will also deal with broader problems like poverty, hunger, climate change and corruption which are “not unique to any part of the world,” Clinton said.

“In addition to these broad challenges, we have to focus on concers of specific Muslim communities,” she said.

Prototypes of liquid bombs were first experimented with in the Vagamon forests in Idukki district of Kerala where a SIMI camp was held in December 2007 to impart terror training to its cadres. The camp was organized by Kerala SIMI secretary, PA Shivli. The experiments with hydrogen peroxide (H2O2) were revealed in the statement of SIMI general secretary Safdar Nagori during interrogation after his arrest by the Indore police on March 26 this year.

"Liquid bombs are as potent as the ones which use ammonium nitrate. The concoction can be injected in plastic or glass bottles of soft-drinks and detonated without attracting much attention," said a senior Madhya Pradesh Special Task Force (STF) official.

"The terrorists knew that the government would impose strict restrictions on supply of ammonium nitrate. H2O2 was a suitable alternative as it can be obtained from chemist shops easily," said the police official.

Officials said the soft-drink bottles could be placed in crates or stacked in closed goods carriers and then detonated. SIMI planned to use food colours to make these bombs look like the original beverage. They had also figured out how to fix the batteries and detonators for triggering the device.

After a weekend in which the Bush administration sent a top State Department official to a meeting in Geneva with an Iranian official, the North Korea meeting may well amount to last rites for the “axis of evil,” the one that President Bush said in 2002 was “arming to threaten the peace of the world.”

The Bush administration began long ago to step down from its vow not to talk to America’s foes. But its recent concessions to Iran and North Korea — and to Iraq, another charter member of the axis — have further muddled the old message.

Mr. Bush has now agreed, in principle, to the idea of a timetable for troop withdrawals from Iraq, something he has long derided as dangerous.

The State Department sent Under Secretary of State William J. Burns to talk to Iranian and European officials in Geneva, despite having said it would enter such talks only if Tehran suspended its enrichment of uranium, which Iran has not done.
